12 جون 2020 کو بجٹ ایک ایسے وقت میں پیش کیا گیا کہ جب ہم اپنے بیماروں کی دیکھ بھال کرنے، اپنے گھر والوں کا پیٹ بھرنے اور بچوں کو تعلیم دلوانے کے لیے تگ و دو کر رہے ہیں ، اور اس بجٹ نے یہ ثابت کردیا کہ موجودہ نظام نہ صرف ہمارے امور سے سنگین غفلت برت رہا ہےبلکہ اس بات کو بھی یقینی بنارہا ہے کہ سودی قرضوں کی معیشت جونکوں کی مانند ہمارا خون چوس کر ہمیں ہلاکت تک پہنچادے۔ اگرچہ بجٹ کا کل حجم محض 7000 ارب روپے کے لگ بھگ ہے لیکن اس میں بھی تقریباً 3000 ارب روپے سود کی ادائیگیوں کے لیے مختص کیے گئے ہیں۔ اگرچہ پچھلے سال کمر توڑ ٹیکسوں کا نفاذ کر کے 4000 ارب روپے کا ٹیکس اکٹھا کیا گیا مگر اِس سال اِن سود کی ادائیگیوں کو یقینی بنانے کے لئے ٹیکس ہدف کو مزید بڑھا کر 5000ارب کر دیا گیا ہے اور یہ آئی ایم ایف کے مطالبے کے عین مطابق ہے۔ جبکہ مستقبل قریب کی ضروریات کو پورا کرنے کے لیے باجوہ-عمران حکومت دونوں ہاتھوں سے اندرونی و بیرونی قرضے لے رہی ہے اور دوسری طرف آئی ایم ایف نے یہ مطالبہ کیا ہے کہ 25-2024 تک ٹیکس آمدن کو 10,000 ارب تک بڑھایا جائے۔
موجودہ سودی سرمایہ دارانہ نظام ایک منظم طریقے سے ہمیں قرض کی دلدل میں دھکیلتا جارہا ہے، اور یہ عمل مسلسل جاری ہے خواہ اقتدا ر کسی بھی پارٹی یا ڈکٹیٹر کے ہاتھ میں ہو۔ 1971 ءمیں پاکستان کا اندرونی قرض 14 ارب روپے تھا جبکہ بیرونی قرض 16 ارب روپے تھا۔ 1991 ءمیں اندرونی قرض بڑھ کر 448ارب روپے جبکہ بیرونی قرض 377 ارب روپے ہوگیا ۔ پھر 2011 ءمیں اندرونی قرض تقریباً 6000 ارب روپے جبکہ بیرونی قرض 4750 ارب روپے ہوگیا ۔ اورآج 2020 ءمیں اندرونی قرض بڑھ کر 22500 ارب روپے جبکہ بیرونی قرض 12700 ارب روپے ہوچکا ہے۔ حقیقت یہ ہے کہ جہاں کہیں بھی یہ سودی سرمایہ دارانہ نظام نافذ ہوا ، وہاں کی اقوام قرض کے جال میں پھنس گئیں ، چاہے مشرق میں سری لنکا ہو جس نے آئی ایم ایف کے شدید دباؤ پریہ اعلان کیا کہ وہ دیوالیہ نہیں ہوگا، یا مغرب میں ارجنٹینا ہو جس نے 2000 ءکے بعد دوسری بار دیوالیہ ہونے کا اعلان کردیا۔
جہاں تک اُن کا تعلق ہے جو اس سودی سرمایہ دارانہ نظام کے تحت حکمرانی سنبھالتے ہیں ، تو وہ اپنے اقتدار کو یقینی بنانے کے لیے ہمیں دھوکا دیتے ہیں ۔ لہٰذا ہر حکومت پچھلی حکومت پر الزام لگاتی ہے ، اس کی مذمت کرتی ہے اور آنے والے دنوں میں مشکلات کے خاتمے کی جھوٹی نوید سناتی ہے اور اس دوران سودی سرمایہ داروں کے لیے نئے نئے مواقع پیدا کرتی ہے تا کہ وہ ہمیں مزید لوٹ سکیں۔ پچھلے سال آئی ایم ایف کے مطالبے کو پورا کرتے ہوئے باجوہ-عمران حکومت نے اسٹیٹ بینک آف پاکستان کے ذریعے شرح سود کو بڑھاتے بڑھاتے جولائی 2019 ءمیں 13.25فیصد تک پہنچا دیا ۔جس کا نتیجہ یہ نکلا کہ حکومتی قرضوں پر شرح سود بھی بڑھ کر 13.66فیصد پر پہنچ گئی جو کہ اُس وقت پوری دنیا میں بلند ترین شرح سود تھی۔ اِس سال آئی ایم ایف کے ایک اور مطالبے کو پورا کرتے ہوئے باجوہ-عمران حکومت نے قرض کو پاکستان کی اسٹاک مارکیٹ کے ساتھ نتھی کردیا تا کہ ہمارے مفادات کو قربان کرتے ہوئے معیشت کو مزید لوٹا جاسکے۔ 20 مئی 2020 کو عمران خان نے فخر سے ایک” نئی مالیاتی جدت” کا اعلان کیا جس کی بنا پر حکومت نے 200 ارب روپے مالیت کے سودی بانڈز پاکستان اسٹاک ایکسچینج (PSX) میں جاری کیے ۔
اے پاکستان کے مسلمانو! ایک طرف تو یہ دعوٰی کیا جاتا ہے کہ ضرورت مند افراد پر خرچ کرنے، فالج زدہ معیشت کو بحال کرنے، ہمارے بچوں کو تعلیم دینے، ہمارے بیماروں کو طبی سہولیات کی فراہمی اور مقبوضہ کشمیر کو آزادکرانے کے لیے اللہ کی راہ میں جہاد کے آغازکے لیے خاطر خواہ فنڈز نہیں ہیں، لیکن دوسری جانب باجوہ-عمران حکومت سودی ادائیگیوں پر کھل کر خرچ کرتی ہے جسے اللہ سبحانہ و تعالیٰ نے سختی سے منع فرمایا ہے۔ یقیناً جب تک سودی سرمایہ دارانہ نظام برقرار ہے ہمارے لیے کوئی راحت، آسانی،اور بچاؤ نہیں ہے۔ لازم ہے کہ اس نظام کو ختم کر کے اسلام کے نظامِ حکمرانی، خلافت، کو بحال کیا جائے۔
یہ نبوت کے نقشِ قدم پر قائم خلافت ہی ہو گی جو ہمیں نہ ختم ہونے والےسودی قرضوں کی دلدل سے نکالے گی۔ خلافت قرضوں پر کوئی سود ادا نہیں کرے گی کیونکہ اللہ سبحانہ و تعالیٰ نے فرمایا ہے، يٰۤاَيُّهَا الَّذِيۡنَ اٰمَنُوۡا اتَّقُوۡا اللّٰهَ وَذَرُوۡا مَا بَقِىَ مِنَ الرِّبٰٓوا اِنۡ كُنۡتُمۡ مُّؤۡمِنِيۡنَ O فَاِنۡ لَّمۡ تَفۡعَلُوۡا فَاۡذَنُوۡا بِحَرۡبٍ مِّنَ اللّٰهِ وَرَسُوۡلِهٖۚ وَاِنۡ تُبۡتُمۡ فَلَـكُمۡ رُءُوۡسُ اَمۡوَالِكُمۡۚ لَا تَظۡلِمُوۡنَ وَلَا تُظۡلَمُوۡنَ O "مومنو! اللہ سے ڈرو اور اگر ایمان رکھتے ہو تو جتنا سود باقی رہ گیا ہے اسے چھوڑ دو۔ اگر ایسا نہ کرو گے تو خبردار ہوجاؤ اللہ اور رسولؐ سے جنگ کرنے کے لئے اور اگر توبہ کرلو گے (اور سود چھوڑ دو گے) تو تمہیں اپنی اصل رقم لینے کا حق ہے جس میں نہ اوروں کا نقصان اور نہ تمہارا نقصان "(البقرۃ، 279-278)۔جہاں تک بغیر سود کی ادائیگی کے قرض کی اصل رقم واپس کرنے کی بات ہے، تو خلافت قرض کی اصل رقم کی ادائیگی کی ذمہ داری اُن تمام حکمرانوں اور حکومتی عہدیداروں پر ڈالے گی، جن کے دور میں قرضے لیے گئے۔ ایسا اس لیے ہے کہ اِن حکمرانوں کے اس اقدام کی وجہ سے امت نے نقصان اٹھایا اور اس کے ساتھ ساتھ ان حکمرانوں نے امت کے امور کی دیکھ بھال کے لئے دئے گئے عہدوں کا ناجائز استعمال کیا اور اِن قرضوں سے ذاتی فائدہ اٹھایا اور وہ اس عرصے میں بے تحاشا دولت مند ہوگئے۔ اور اس کا اطلاق موجودہ اور سابقہ حکومتوں کے سیاسی اور فوجی دونوں حکمرانوں پر ہوتا ہے۔ لہٰذا خلافت اس بات کو یقینی بنائے گی کہ حکمرانوں کی وہ تمام دولت جو ان کی عمومی ضرورت سے زائد ہے ، قرضوں کواس کے ذریعے اداکیا جائے ، اور یہ ان کے اثاثوں کے حجم کے تناسب سے ہو گا۔
سودی سرمایہ دارانہ جال سے مکمل طور پر نکل جانے کےبعد خلافت اس بات کے لیے آزاد ہو گی کہ وہ اپنی پوری توجہ اُن فرائض کی ادائیگی پر مرکوز کرسکے جوہمارے عظیم دینِ اسلام نے عائد کیے ہیں۔ پس خلافت زراعت، تجارت اور صنعت کے شعبے میں قرآن و سنت پر مبنی ٹھوس معاشی پالیسیاں نافذ کرے گی ، اور اس طرح خلافت ایک معاشی سپر پاور بننے کی راہ پر گامزن ہوسکے گی جیسا کہ ماضی میں وہ صدیوں تک دنیا کا معاشی انجن بنی رہی ۔
جہاں تک لوگوں کے امور کی دیکھ بھال کے لیے درکار وسائل کا تعلق ہے تو خلافت وہ محاصل جمع کرے گی جن کی ادائیگی ہم پر فرض ہے۔ خلافت مویشیوں ، فصلوں ، پھلوں، کرنسی اور ہر طرح کے تجارتی مال پر زکوٰۃ جمع کرے گی، زرعی زمین سے خراج اور عشر وصول کرے گی، مالی لحاظ سے مستحکم غیر مسلم بالغ مردوں سے جزیہ وصول کرے گی اور جہاد کے دوران حاصل ہونے والے مالِ غنیمت کو بھی بیت المال میں جمع کرے گی۔ اس کے علاوہ خلافت عوامی اثاثوں جیسا کہ تیل، گیس ،بجلی اور معدنیات سے حاصل ہونے والی کثیر دولت کی نگرانی کرے گی کیونکہ اسلام نے ان اثاثوں کی نجی ملکیت کی اجازت نہیں دی ہے۔ خلافت عوامی اثاثوں سے متعلقہ صنعتوں سے حاصل ہونے والے نفع کو بیت المال میں جمع کرے گی اور اسی طرح اُن صنعتوں اور فیکٹریوں سے حاصل ہونے والے نفع کو بھی جن کے قیام کے لیے بھاری سرمایے کی ضرورت ہوتی ہے جیسا کہ ٹیلی کمیو نیکیشن، ہیوی میکینیکل اور ہیوی الیکٹریکل صنعتیں ، بحری جہازوں اور ہوائی جہازوں کی پیداواری صنعت، الیکٹرانک آلات وغیرہ ۔
محاصل کے ان وسیع ذرائع کی موجودگی کے باوجود اگر ریاست کو مزید وسائل کی ضرورت پڑ جائے تو خلافت ہماری اضافی دولت پر وقتی ٹیکس عائد کرے گی جوہمارے معیارِ زندگی کے مطابق بنیادی ضروریات اور آسائشوں کو پورا کرنے کے بعد ہمارے پاس بچ رہی ہو۔ خلافت اُن لوگوں سے کچھ نہیں لے گی جن کے پاس زائد دولت نہیں جیسا کہ غربت میں مبتلالوگ اور مقروض وغیرہ۔
اے مسلمانانِ پاکستان، بالخصوص اے افواجِ پاکستان! بہت برداشت کر لیا اِن حکمرانوں کو، جو استعماری طاقتوں کے لیے کرائے کے سہولت کار کا کردار ادا کررہے ہیں،جنہوں نے ہمیں کمزوربنا رکھا ہے اور ہمارا ہاتھ روک رکھا ہے ،جبکہ دشمن کو ہمارے خلاف کھلی چھوٹ دے رکھی ہے۔ اور بہت برداشت کرلیا اِس نظام کو، جو کرپٹ حکمرانوں اور ان کے بیرونی آقاؤں کی دولت میں بے تحاشا اضافہ کرتا ہے اورہمیں غریب سے غریب ترکرتا ہے جبکہ اللہ سبحانہ و تعالیٰ نے ہمارے قدموں تلے بے پناہ وسائل عطا کر رکھے ہیں۔ وقت آن پہنچا ہے کہ ہم میں سے ہر ایک اللہ سبحانہ و تعالیٰ کی وحی کے ذریعے حکمرانی کی بحالی کی جدوجہد کرے۔ اللہ کی وحی کی بنیاد پر حکمرانی اللہ سبحانہ و تعالیٰ کی ناراضی کو دُور کرے گی اور اسی کے ذریعے آخرت کا عظیم اجر ہمارا مقدر بنے گا۔ لہٰذا حزب التحریر کی جدوجہد کا حصہ بنیں اور ہر جگہ اور ہر لمحہ خلافت کے قیام کی پکار کو بلند کریں۔ اور ہمارے جو بھائی، بیٹے ، رشتہ دار افواج میں موجود ہیں انہیں چاہیے کہ وہ حزب التحریر کو نُصرۃ فراہم کریں تا کہ فوری اور حتمی طور پر اللہ سبحانہ و تعالیٰ کی وحی کی بنیاد پر حکمرانی کا سلسلہ بحال ہوسکے۔
يٰۤاَيُّهَا الَّذِيۡنَ اٰمَنُوۡا اسۡتَجِيۡبُوۡا لِلّٰهِ وَلِلرَّسُوۡلِ اِذَا دَعَاكُمۡ لِمَا يُحۡيِيۡكُمۡۚ
" مومنو! اللہ اور اس کے رسول ﷺکا حکم قبول کرو جب کہ وہ تمہیں ایسے کام کی طرف بلاتے ہیں جس میں تمہارے لیے زندگی ہے "
