عالمی سطح کے ساتھ ساتھ مقامی سطح پر پاکستان میں بھی یہ بات واضح ہوچکی ہے کہ سرمایہ داریت شدیدبحران کا شکار ہے۔ کورونا وائرس کی وباء پھوٹ پڑنے سے پہلے سے عالمی معیشت سستی روی کا شکار ہو چکی تھی۔ دنیا بھر میں ہنگامی طبی صورتحال نے نا صرف معاشی بحران میں اضافہ کیا ہے بلکہ پہلے سے جاری معاشی سست روی پر پردہ بھی ڈالا ہے۔
لیکن بنیادی طور پر مغربی سرمایہ دارانہ اشرافیہ کے ہاتھوں میں دولت کا ارتکاز اب ناصرف مغربی عوام بلکہ پوری دنیا کے لیے ناقابل برداشت ہو چکا ہے۔ اس بحران کے دوران بھی امریکا کے ارب پتیوں کی دولت میں کئی سو ارب ڈالرکا اضافہ ہوا ۔ کھربوں ڈالر کے بیل آوٹ پیکجز کا زیادہ تر فائدہ بھی مخصوص سرمایہ دار اشرافیہ نے ہی اٹھایا ہے۔ یہ سب کچھ ایک ایسے وقت میں ہو رہا ہے جب دنیا کے ممالک سرکاری اخراجات کم کر رہےہیں، ٹیکسوں کے بوجھ میں کمر توڑ اضافہ ہورہا ہے، قرض بڑھ رہا ہے، بے روزگاری میں اضافہ ہورہا ہے اور غربت کے سائے ہر جانب پھیلتے جارہے ہیں۔ مقامی سطح پر ،جہاں معیشت کا بہت زیادہ انحصار برآمدات، ترسیلات زر(remittances) اور مہنگی درآمدات پر ہے، پاکستان نے عالمی معیشت میں سست روی کی وجہ سے نقصان اٹھایا ہے۔ جہاں تک وباء کے پھوٹ پڑنے کی بات ہے تو مکمل لاک ڈاون کی پالیسی نے معیشت کی سست روی کو بدترین مقام پر پہنچادیا جس کی وجہ سے کئی کاروبار تباہ ہوگئے، آمدنی کم ہوگئی اور بے روزگاری میں زبردست اضافہ ہوا۔
لیکن مغربی سرمایہ دار اشرافیہ اور ان کے مقامی شراکت داروں کے ہاتھوں میں منظم طریقے سے دولت کے ارتکاز کا سلسلہ جاری ہے ۔ دولت کے اس ارتکاز کی سب سے اہم وجہ پاکستان کے بڑھتے ہوئے قرضوں پر سود کی ادائیگی ہے۔ اس وقت سود کی ادائیگی 3000 ارب روپے ہوچکی ہے جبکہ سالانہ وفاقی بجٹ 7000 ارب روپے ہے۔ پچھلے سال شرح سود میں اس قدر اضافہ کردیا گیا جو کہ دنیا بھر میں سب سے زیادہ تھا ۔ بلند شرح سود کا فائدہ پاکستان کے قرضوں میں سرمایہ کاری کرنے والےبین الاقوامی اور مقامی سرمایہ داروں کو پہنچا۔ اس سال ان سرمایہ داروں کو سپورٹ کرنے کے لیے قرض کو اسٹاک مارکیٹ میں خرید و فروخت کے لیے پیش کیاگیا ۔ اس قدر بھاری سود کی ادائیگیوں کو یقینی بنانے کے لیے اس سال ٹیکس آمدن کا ہدف 5000 ارب روپے رکھا گیا ہے جو کہ پچھلے سال سے 1000 ارب روپے زیادہ ہے۔ اس کے ساتھ ساتھ آئی ایم ایف یہ مطالبہ کررہی ہے کہ 25-2024 تک ٹیکس آمدن 10000 ارب روپے ہوجانی چاہیے۔
عالمی اور مقامی سطح پر سرمایہ داریت کا تسلسل اب ناقابل برداشت ہوچکا ہے۔ جس معاشی نظام کو دنیا کے لیے ایک شاندار نمونے کے طور پر پیش کیا جاتا تھا آج وہ دنیا کے لیے ایک خوفناک خواب بنتا جارہا ہے۔ اسلام کا منفرد معاشی نظام دولت کے ارتکاز پر نہیں بلکہ دولت کی تقسیم کو یقینی بنانے پر توجہ مرکوز کرتا ہے۔ اب اسلام سے بطور ایک متبادل نظام کے منہ نہیں موڑا جاسکتا۔ اسلام کے تحت دولت کے ارتکاز کو یقینی بنانے والی پالیسیز، جیسا کہ سود پر مبنی سرمایہ کاری ، توانائی اور معدنی وسائل کی نجکاری اور اسٹاک پر مبنی کمپنی ڈھانچے ، کا خاتمہ دنیا کو سکون فراہم کرے گا جو سرمایہ داریت کے بوجھ تلے دبی چلی جارہی ہے۔
