"واحد قومی نصاب” (SNC) ہمارے بچوں کے اذہان کو دنیا کے متعلق سیکولر مغربی نقطۂ نظرسے زہر آلود کر رہا ہے جبکہ ہمیں دھوکہ دینے کے لیے اس میں کچھ اسلامی مواد بھی شامل کیا گیا ہے

"واحد قومی نصاب” (SNC) ہمارے بچوں کے اذہان کو دنیا کے متعلق سیکولر مغربی نقطۂ نظرسے زہر آلود کر رہا ہے جبکہ ہمیں دھوکہ دینے کے لیے اس میں کچھ اسلامی مواد بھی شامل کیا گیا ہے
اگرچہ پاکستان کے حکمرانوں نے اس بات کی بہت تشہیر کی کہ” واحد قومی نصاب”(SNC) 2020 میں "قرآن و سنت کی تعلیمات” کو بھی شامل کیا گیا ہے جبکہ حقیقت میں یہ نصاب اسلام کو کچلنے کے لیے ایک انتہائی خطرناک استعماری منصوبہ ہے۔” واحد قومی نصاب” اس فہم کو زہر آلود کرتا ہے کہ اسلام ایک مکمل ضابطہ حیات ہے اور حکمرانی کے لیے قرآن و سنت ہی واحدماخذ ہیں۔ "واحد قومی نصاب” کی تمام تر بنیاد "SDG-4 کے اہداف اور مقاصد سے ہم آہنگی”(Alignment with the goals & targets of SDG-4) پر مبنی ہے، جیسا کہ پاکستان کی وفاقی وزارت برائے تعلیم و پیشہ ورانہ تربیت نے اپنی دستاویزات میں خود بیان کیا ہے۔ پائیدار ترقی کے اہداف(Sustainable Development Goals-SDG-4) کا مقصد ہماری تعلیم کو اقوامِ متحدہ کے مخصوص ادارے UN DESAکے تصور کے مطابق ڈھالنا ہے۔ ہمارے دین کے نقطۂ نظر سے اس کا سب سے خطرناک ہدف ایس ڈی جی ہدف نمبر4.7ہے جس کا مقصد ہمارے بچوں کے جذبات و میلانات (نفسیت)کی تشکیلِ نو ہے اور اس کے ساتھ ساتھ مذہب، معاشرے، سیاست اور عالمی امور کے متعلق طلبہ کے نقطۂ نظر کو مغربی اقدار کے مطابق ڈھالنا ہے۔
استعماری منصوبے کا ہدف یہ ہے کہ مسلم دنیا میں اسلام کی بھی وہی حیثیت ہو جو مغربی معاشرے میں عیسائیت کی ہے یعنی دین کو ذاتی زندگی تک محدود کردیا جائے اور اجتماعی زندگی، ریاست اور آئین سے دین کا کوئی تعلق نہ ہو۔ تعلیم کے لیے استعمار کا یہ منصوبہ اُس وقت پیش کیا گیا ہے جب مسلم معاشروں میں اسلام کی بنیاد پر حکمرانی، اسلامی ریاست، خلافت اور امت کی یکجہتی پر وسیع پیمانے پر بحث ہو رہی ہے۔ یہ استعماری منصوبہ اُس وقت سامنے آیا ہے جب امت استعمار کے تشکیل کردہ بین الاقوامی آرڈر کو مسترد کررہی ہے ، وہ استعماری آرڈرکہ جس کے نتیجے میں امت کی سرزمینیں مقبوضہ ہو گئیں ، اُس کے دین کو نشانہ بنایا جا رہا ہے اور اُس کی دولت کو لُوٹا جارہا ہے۔ اسلامی نشاۃِ ثانیہ کے سورج کو طلوع کے قریب دیکھتے ہوئے استعمار اس بات کی زبردست کوشش کررہا ہے کہ امتِ مسلمہ استعمار کی مخالفت کو ترک کر دے اور اس شیطانی مقصد کے حصول کے لیے استعمار بے دریغ پیسہ بہا رہا ہے۔ ‘ایس ڈی جی ہدف4.7 ‘اور’سماجی و جذباتی تربیت نمبر1 ‘کوباہم مربوط کرکے اسے تعلیمی مواد (NISSEM)کی شکل دینے کے متعلق دستاویز میں استعماریوں نے یہ ذکر کیا ہے کہ "مالی امداد دینے والے اُن سرگرمیوں پر خرچ کرنے کے لیے تیار ہیں جن سے مستقبل کے تنازع کے امکانات میں کمی ہوتی ہو”۔
اقوام متحدہ کے ایس ڈی جی ہدف 4.7 کی اندھی تقلید کرتے ہوئے بنایا جانے والا” واحد قومی نصاب” (SNC) امت کی اجتماعی زندگی کے متعلق اسلامی تصورات کی جڑیں کاٹتا ہے۔” واحد قومی نصاب” اس اسلامی تصور، کہ تمام مسلمان ایک واحد امت ہیں، کی جگہ علاقے اور نسل کی بنیاد پر قومیت کے مغربی سیاسی تصور کی ترویج کرتا ہے جو امت کو تقسیم اور کمزور کرنے کا باعث ہے۔ جماعت چہارم اور پنجم کی کتاب معاشرتی علوم کے لیے بنائے گئے نصاب میں یہ کہا گیا ہے کہ "اس نصاب کا ہدف وطن پرستی کو پروان چڑھانا ہے”۔ اس میں یہ وضاحت بھی کی گئی ہے کہ طلباء لازم طور پر اس قابل ہونے چاہییں کہ وہ” پاکستانی ہونے پر فخر اور وطن سے محبت کی وجوہات کو بیان کرسکیں”۔
تاہم نیشنل ازم، وطن پرستی اور فرقہ واریت کو اسلام نے رد کیا ہے،جنہوں نے امت کو تقسیم کررکھا ہے، اوریہ سب امت کے بچوں کے لیے درست ربط و تعلق نہیں ہیں۔ درست ربط تعلق اسلام کی آئیڈیالوجی کاہےجو تمام مسلمانوں کو اسلامی بھائی چارے کی لڑی میں پرودیتا ہے۔ اللہ سبحانہ و تعالیٰ نے فرمایا، وَاعۡتَصِمُوۡا بِحَبۡلِ اللّٰهِ جَمِيۡعًا وَّلَا تَفَرَّقُوۡا وَاذۡكُرُوۡا نِعۡمَتَ اللّٰهِ عَلَيۡكُمۡ اِذۡ كُنۡتُمۡ اَعۡدَآءً فَاَلَّفَ بَيۡنَ قُلُوۡبِكُمۡ فَاَصۡبَحۡتُمۡ بِنِعۡمَتِهٖۤ اِخۡوَانًاۚ وَكُنۡتُمۡ عَلٰى شَفَا حُفۡرَةٍ مِّنَ النَّارِ فَاَنۡقَذَكُمۡ مِّنۡهَاؕ "اور سب مل کر اللہ کی (ہدایت کی رسی) کو مضبوط پکڑے رہنا اور متفرق نہ ہونا اور اللہ کی اس مہربانی کو یاد کرو جب تم ایک دوسرے کے دشمن تھے تو اس نے تمہارے دلوں میں الفت ڈال دی اور تم اس کی مہربانی سے بھائی بھائی ہوگئے اور تم آگ کے گڑھے کے کنارے تک پہنچ چکے تھے تو اللہ نے تمہیں اس سے بچا لیا "(آل عمران، 3:103)۔ اس کی بجائے اسلام کو چھوڑ کر کسی بھی دوسری چیز کو اجتماعی طور پر مسلمانوں کے درمیان ربط و تعلق کے لیے بنیاد بنانا بہت بڑا گناہ ہے۔ رسول اللہﷺ نے فرمایا، مَنْ قُتِلَ تَحْتَ رَايَةٍ عُمِّيَّةٍ يَدْعُو عَصَبِيَّةً أَوْ يَنْصُرُ عَصَبِيَّةً فَقِتْلَةٌ جَاهِلِيَّةٌ " جو شخص اندھی تقلید میں کسی کے جھنڈے تلے مارا گیا، جو (رنگ، نسل ،علاقے کی )عصبیت کی دعوت دیتا تھا اور عصبیت کی مدد کرتا تھا، اس کی موت جاہلیت کی موت ہے"(مسلم)۔
مزید یہ کہ "واحد قومی نصاب” (SNC)مغربی نظامِ حکومت یعنی جمہوریت کی ترویج کرتا ہے، جہاں قوانین انسانوں کی خواہشات اور مرضی کے مطابق بنائے جاتے ہیں اور یہ اسلام کے نظامِ حکمرانی یعنی خلافت کے خلاف ہے کہ جس میں حکمرانی اللہ سبحانہ و تعالیٰ کی وحی کی بنیاد پرہوتی ہے۔ معاشرتی علوم کے نصاب کے سیکشن1.7″معاشرتی علوم کے موضوعات برائے جماعت چہارم اور پنجم” میں یہ بیان کیا گیا ہے کہ طالب علم کو لازمی طور پر”ریاست اور حکومت کی تعریف اورجمہوریت”کے متعلق پڑھایا جائے۔ معاشرتی علوم کا نصاب اس بات پر زور دیتا ہے کہ طالب علم لازماً” سب سے مقبول طرزِ حکمرانی جمہوریت کے تصور کی وضاحت کریں اور یہ کہ کیوں جمہوریت کو ترجیح حاصل ہے”۔
جمہوریت کا قابل ترجیح حکومتی نظام کہلانے کے لائق نہ ہونا تو اپنی جگہ ، اسلام جمہوریت کومکمل طور پر مسترد کرتا ہے۔ جمہوریت ایک طاغوت ہے، یہ وہ طرزِ حکمرانی ہے جس میں اللہ سبحانہ و تعالیٰ کی وحی کے ذریعے حکمرانی نہیں کی جاتی۔ اللہ سبحانہ و تعالیٰ نے نہ صرف طاغوتی نظامِ حکمرانی کا حصہ بننے کو حرام قرار دیا ہے بلکہ اللہ سبحانہ و تعالیٰ نے مسلمانوں کو حکم دیا ہے کہ وہ اس کا سختی سے انکار کریں۔ اللہ سبحانہ وتعالیٰ نے فرمایا، أَلَمْ تَرَ إِلَى الَّذِينَ يَزْعُمُونَ أَنَّهُمْ آمَنُوا بِمَا أُنزِلَ إِلَيْكَ وَمَا أُنزِلَ مِن قَبْلِكَ يُرِيدُونَ أَن يَتَحَاكَمُوا إِلَى الطَّاغُوتِ وَقَدْ أُمِرُوا أَن يَكْفُرُوا بِهِ وَيُرِيدُ الشَّيْطَانُ أَن يُضِلَّهُمْ ضَلَالًا بَعِيدًا " کیا تم نے ان لوگوں کو نہیں دیکھا جو دعویٰ تو یہ کرتے ہیں کہ جو (کتاب) (اے محمدﷺ)آپ پر نازل ہوئی ہے اور جو (کتابیں) آپ سے پہلے نازل ہوئیں ،ان سب پر ایمان رکھتے ہیں اور چاہتے یہ ہیں کہ اللہ کے علاوہ کسی اور سے فیصلہ کرائیں حالانکہ انہیں حکم دیا گیا تھا کہ اس کا انکار کریں اور شیطان (تو یہ) چاہتا ہے کہ ان کو بہکا کر رستے سے دُور ڈال دے"(النساء:4:60)۔ جمہوریت میں قوانین پارلیمنٹ میں بیٹھے مردو خواتین کی خواہشات و مرضی کے مطابق بنائے جاتے ہیں جبکہ اللہ سبحانہ و تعالیٰ نے حکم دیا ہے کہ،وَأَنِ ٱحْكُم بَيْنَهُمْ بِمَآ أَنزَلَ ٱللَّهُ وَلاَ تَتَّبِعْ أَهْوَآءَهُمْ وَٱحْذرْهُمْ أَن يَفْتِنُوكَ عَن بَعْضِ مَآ أَنزَلَ ٱللَّهُ إِلَيْكَ "اور(اے محمدﷺ) جو (قانون )اللہ نے نازل فرمایا ہے اسی کے مطابق ان میں فیصلہ کرنا اور ان کی خواہشات کی پیروی کبھی نہ کرنا اور ان سے بچتے رہنا کہ کسی حکم سے جو اللہ نے آپ پر نازل فرمایا ہے یہ کہیں آپ کو بہکانہ دیں"(المائدہ، 5:49)۔ لہٰذا خلافت میں وہی قانون نافذ کیا جاسکتا ہے جو قرآن و سنت سے اخذ کردہ ہو۔
"واحد قومی نصاب” (SNC)باطل کو مسترد نہیں کرتا بلکہ یہ باطل کی عزت و تکریم پیدا کرے گا۔ جماعتِ اوّل سے پنجم تک کے لیے انگریزی کا نصاب محض انگریزی زبان سیکھنے کے عمل تک محدود نہیں ہے بلکہ اس میں حق و باطل کو باہم خلط ملط کیا گیا ہے۔ انگریزی کے نصاب کا ہدف پانچ مہارتیں پیدا کرنا ہے جس میں سے پانچویں مہارت سب سے خطرناک ہے جو کہ باقی چار مہارتوں میں بھی شامل کی گئی ہے۔ مہارت 5: مناسب اخلاقی اورسماجی ترقی(C5,S1) میں نصاب یہ لازم قرار دیتا ہے کہ طلباء لازمی طور پر خود میں "رواداری، احترام، برابری” کی خصوصیات پیدا کریں۔ انگریزی کا نصاب مزید اس بات پر زور دیتا ہے کہ تعلیمی مواد لازمی "ثقافتی غیر جانبداری کا مظاہرہ کرے اور اس میں ایسا کوئی مواد نہیں ہونا چاہیے جو جانبدار یا متعصب ہو”۔ لہٰذا انگریزی کا نصاب یہ بات ثابت کرنا چاہتا ہے کہ سب مذاہب اور تمام ثقافتیں برابر ہیں اور طلباء کی نظروں میں ایک جیسی عزت اور قدرکی حق دار ہیں، تا کہ طلباء کے لیے اسلام پر عمل کرنا چھوڑ کر غیر اسلامی طرزِ زندگی اختیار کرنا آسان ہو اوراس میں انہیں کوئی برائی نظر نہ آئے اورنہ ہی وہ پشیمانی محسوس کریں۔
لیکن اللہ سبحانہ و تعالیٰ نے ہمیں ایک مکمل دین سے نوازا ہے جو مسلمانوں میں ایک واضح طرفداری اور میلان کو جنم دیتا ہے تاکہ وہ تمام معاملات کو صرف اور صرف اسلام ہی کے پیمانے سے پرکھیں۔ اللہ سبحانہ و تعالیٰ نے فرمایا، وَلَا تَلْبِسُوا الْحَقَّ بِالْبَاطِلِ وَتَكْتُمُوا الْحَقَّ وَأَنتُمْ تَعْلَمُونَ " اور حق کو باطل کے ساتھ نہ ملاؤ، اور سچی بات کو جان بوجھ کر نہ چھپاؤ"(البقرۃ، 2:42)۔ اسلام اس نقطۂ نظر کو غلط قرار دیتا ہے کہ جو ایمان نہیں رکھتےوہ ایمان والوں کے برابر ہیں۔ اللہ سبحانہ و تعالیٰ نے فرمایا، لَا يَسْتَوِي أَصْحَابُ النَّارِ وَأَصْحَابُ الْجَنَّةِ ۚ أَصْحَابُ الْجَنَّةِ هُمُ الْفَائِزُونَ " اہل دوزخ اور اہل بہشت برابر نہیں۔ اہلِ بہشت تو کامیابی حاصل کرنے والے ہیں"(الحشر، 59:20)۔ اسلام باطل کو مسترد کرتا ہے اور اسے اسلام کی سچائی سے مٹانے کا حکم دیتا ہے۔ اللہ سبحانہ و تعالیٰ نے فرمایا، بَلْ نَقْذِفُ بِالْحَقِّ عَلَى الْبَاطِلِ فَيَدْمَغُهُ فَإِذَا هُوَ زَاهِقٌ ۚ "بلکہ ہم حق کو باطل پر کھینچ مارتے ہیں تو وہ اس کا سر توڑ دیتا ہے اور باطل نابود ہوجاتا ہے"(الانبیاء، 21:18)۔ لہٰذا انفرادی اور اجتماعی دونوں زندگیوں میں اسلام نے امتِ مسلمہ کے لیے بالکل واضح معیار مقرر کردیا ہے اور وہ یہ ہے کہ اسلام ہی واحدسچا دین ہے اور باقی تمام مذاہب، نظریات، آئیڈیالوجیز اورطرزِ زندگی، باطل اور جھوٹ ہیں۔
"واحد قومی نصاب”(SNC)جہاں ایک طرف کفریہ افکار سے احتیاط برتنے اوراس کے خلاف حفاظتی دیوار کو کمزور کرے گا وہیں یہ نصاب زندگی کےاعمال ، حرام و حلال اور اخلاقیات کے لیے اسلام کی بنیادکو تباہ کرنا چاہتا ہے ۔ جماعت اوّل سے سوئم کے لیے معلوماتِ عامہ کے نصاب 2020 میں یہ دعویٰ کیا گیا ہے کہ اخلاقیات ایسی چیز ہیں جو تمام مذاہب میں یکساں ہیں، یوں حلال و حرام اور اخلاقیات کے حوالے سے اسلام کے منفرد تصور کو مجروح کیا گیاہے۔ نصاب کہتا ہے کہ اخلاقی اقدار اسلام کی اصل روح ہیں اور یہ اخلاقی اقدار تمام مذاہب میں مشترک ہیں۔ اس طرح سے اس نصاب نےاسلام اور کفر کو ایک ہی سطح پر کھڑا کردیا ہے۔ اخلاقی اقد ار کانظریہ ایک مغربی تصور ہے جہاں اقدار کا تعین انسان کے عقلی مباحث کی بنیاد پر کیا جاتا ہے کہ کیا صحیح ہے اور کیا غلط ہے ،اس طور پرکہ کونسا اخلاقی رویہ فائدہ منددکھائی دیتا ہے اور کونسا نقصان دہ معلوم ہوتاہے۔ یوں مغرب کے تصور ِاخلاقیات کے نتیجے میں اخلاقی رویے مستقل و پائیدارنہیں ہوتے اور منافقت جنم لیتی ہے کیونکہ اخلاق کا یہ مغربی تصور اخلاقیات کو اللہ سبحانہ و تعالیٰ کی رضا کے حصول کا ذریعہ بنانے کی بجائے انہیں ذاتی نفع و نقصان سے منسلک کرتا ہے۔
اسلام میں مسلمان کسی بھی اخلاقی قدر کے حصول کے لیے اس لیے آگےبڑھتا ہے کہ یا تو اس نے اللہ سبحانہ و تعالیٰ کے کسی حکم پر عمل کرنا ہے یا کسی عمل سے رکنا ہے۔ اخلاقی اقدار اللہ سبحانہ و تعالیٰ کی اطاعت کے ذریعے حاصل کی جاتی ہیں چاہے یہ انفرادی عبادت ہو یا اجتماعی معاملات ہوں۔ اللہ سبحانہ و تعالیٰ نے فرمایا، إِنَّ الصَّلَاةَ تَنْهَىٰ عَنِ الْفَحْشَاءِ وَالْمُنكَرِ" کچھ شک نہیں کہ نماز بےحیائی اور بری باتوں سے روکتی ہے"(العنکبوت، 29:45) ۔ اسلام نے تجارت میں ایمان داری ، گواہی میں سچائی، والدین کے ساتھ عزت، بچوں کے ساتھ شفقت، ملاقات پر خوشی کے اظہار، ضرورت مندوں پر فراخ دلی سے خرچ کرنےاور میدانِ جنگ میں دشمن کا مقابلہ بہادری سے کرنے کی تعریف کی ہے۔ اخلاقیات کا تعلق اسلام کے بیان کردہ حلال و حرام پر عمل کرنے سے ہے۔ اس طرح اچھے اخلاق ایک مسلمان کی مستقل صفت بن جاتے ہیں اور وہ اس کے ذاتی فائدے اور ممکنہ نقصان کی بنا پرتبدیل نہیں ہوتے۔
اور یہ سب کچھ کم نہ تھا کہ "واحد قومی نصاب” (SNC) اسلام کے متعلق ہمارے بچوں کے احساسات کو بھی تبدیل کرنے کے درپے ہے۔ "واحد قومی نصاب” اسلامی میلانات اور اسلام کی بنیا دپر پسند و ناپسندکے رجحان کو کھوکھلا کرنا چاہتا ہے کہ جواس خطہِ برصغیرمیں اسلام کی صدیوں کی حکمرانی کے نتیجے میں تشکیل پایا تھا۔ جماعت اول 2020کے لیے نصاب برائے "ابتدائی بچپن کی دیکھ بھال اور تعلیم” کے سیکشن 2.4 "ذاتی اور معاشرتی اور جذباتی تعمیر” کے ذریعے ” واحد قومی نصاب” ہمارے سب سے ننھی عمر کے بچوں کے خالص اسلامی جھکاؤ کو زَک پہنچاتا ہے۔ اسلام اللہ سبحانہ و تعالیٰ کی اطاعت سے محبت کرنے کے مضبوط جذبے کی تعمیر کرتا ہے، اور اللہ سبحانہ و تعالیٰ کی نافرمانی سے سخت نفرت پیدا کرتا ہے تا کہ انسان میں ایسی زندگی گزارنے کا رجحان پیدا ہو کہ وہ ہر معاملے میں اللہ کی مرضی کے مطابق عمل کرنے میں ہی خوشی محسوس کرے۔ لیکن "ابتدائی بچپن کی دیکھ بھال اور تعلیم”کے متعلق نصاب اس بات پر زور دیتا ہے کہ طلباء لازمی طور پراپنے مذہب سے قطع نظر دوسروں کے احساسات اور نظریات کو عزت دیں”۔
تاہم واحد تعلیمی نصاب اس تمام کے لیے بنیاد فراہم کرتا ہے اگرچہ اسلام ایسے نظریات اور احساسات کے لیے عزت کے جذبات پیدا نہیں کرتا جو گناہ، کفر اور نافرمانی پر مشتمل ہوں۔ یقیناً اسلام ان سے محبت کرنے کا درس دیتا ہے جو اللہ سبحانہ و تعالیٰ کی اطاعت کرتے ہیں اور بدکار شخص سے نفرت کرنے کا درس دیتا ہے جو اللہ سبحانہ و تعالیٰ کی نافرمانی کرتا ہے۔ رسول اللہﷺ نے فرمایا، إِنَّ اَللَّهَ يُبْغِضُ اَلْفَاحِشَ اَلْبَذِيءَ "یقیناً اللہ بدگواور بدزبان شخص سے نفرت کرتا ہے”(ترمذی)۔ اسلام لازم کرتا ہے کہ تمام رجحانات اور پسند اور ناپسند کی بنیاد اللہ سبحانہ و تعالیٰ کی وحی ہو۔ رسول اللہﷺ نے فرمایا، لَا يُؤْمِنُ أَحَدُكُمْ حَتَّى يَكُونَ هَوَاهُ تَبَعًا لِمَا جِئْتُ بِهِ "تم میں سےکوئی مؤمن نہیں ہوسکتا جب تک اس کی خواہشات اُن احکامات کے تابع نہ ہو جائیں جو میں لایا ہوں"(النووی)۔
اے پاکستان کے مسلمانو، اس کے طلباء، اساتذہ، والدین اور خاص طور پر ماہرین تعلیم!
اقوام متحدہ کے ایس ڈی جی ہدف 4.7کی کامل پیروی کرتے ہوئے بنایا جانے والا "واحد قومی نصاب” ہماری مستقبل کی نسل پر ایک استعماری حملہ ہے۔ یہ نصاب دین کو زندگی کے معاملات سے جداکر دینے کی تلقین کرتا ہے جبکہ اسلام ایک فرد اور معاشرے دونوں کے لیے واحد صحیح پیمانہ ہے۔” واحد قومی نصاب” نے اسلام کو دیگر مذاہب کے برابرکھڑا کردیا ہے جبکہ اللہ سبحانہ و تعالیٰ نے بتادیا ہے کہ اسلام ہی واحد دینِ حق ہے۔ یہ نصاب اسلامی امت کو زبان ، نسل اور زمین کی بنیاد پر تقسیم کرنے کی بات کرتا ہے جبکہ اسلامی امت اور اس کی خلافت کی طاقت، اسلام کی بنیاد پر امت کے ایک ہونے میں ہے۔ یہ نصاب جمہوریت کے ذریعےانسانوں کے بنائے ہوئے ناقص قوانین کی بنیاد پر حکمرانی کی دعوت دیتا ہے جبکہ اسلام کا طرز ِحکمرانی صرف خلافت ہے۔
یقیناً "واحد قومی نصاب”ایک مشاہدہ کرنے والے کو استعماری دور میں جو کچھ رونما ہوا ،اس کی یاد دلاتا ہے جب انگلش ایجوکیشن ایکٹ 1835 سامنے لایا گیا اور استعماری تھامس بیبِنگٹن میکالے (Thomas Babington Macaulay)نے تعلیم کے متعلق اپنی مشہور دستاویز پیش کی جس میں اس نے کہا تھا کہ ضرورت ہے ایک "ایسے طبقے کو پیدا کرنے کی جو رنگ و نسل میں ہندوستانی ہو لیکن پسندو ناپسند، رائے، اخلاقیات اور عقل کے لحاظ سے انگریز ہو”۔ ایک مومن کے لیے یہ بات حیران کن نہیں کہ استعماریوں کے لیے سب سے پریشان کن بات ہماری اسلام سے محبت اور اس پر عمل کرنے کی خواہش ہے۔ اللہ سبحانہ و تعالیٰ اعلان کر چکا ہے، إِنَّ الَّذِينَ كَفَرُوا يُنفِقُونَ أَمْوَالَهُمْ لِيَصُدُّوا عَن سَبِيلِ اللَّهِ "جو لوگ کافر ہیں اپنا مال خرچ کرتے ہیں کہ (لوگوں کو) اللہ کے رستے سے روکیں"(الانفال، 8:36)۔ آج کافر استعمار اس بات کی کوشش کررہا ہے کہ ہماری آنے والی نسلیں ان کے کرپٹ افکار، اقدار اور منصوبوں کے سامنے گھٹنے ٹیک دیں۔ اللہ سبحانہ و تعالیٰ نے خبردارفرمایا ہے، وَلَن تَرْضَى عَنْكَ الْيَهُودُ وَلا النَّصَارَى حَتَّى تَتَّبِعَ مِلَّتَهُمْ قُلْ إِنَّ هُدَى اللَّهِ هُوَ الْهُدَى " اور یہودی و عیسائی تم سے کبھی راضی نہیں ہوں گے، یہاں تک کہ تم ان کے مذہب کی پیروی اختیارنہ کرلو۔ (ان سے) کہہ دو کہ اللہ کی ہدایت (یعنی دین اسلام) ہی ہدایت ہے"(البقرۃ، 2:120)۔
جہاں تک پاکستان کے حکمرانوں کا تعلق ہے تو یہ ہمارے دین سے بہت دُور ہیں اور مسلمانوں کی تعلیم کے متعلق استعماری منصوبوں کو کامیاب بنانے کے لیے کام کررہے ہیں۔ یہ حکمران دکھاوے کے طور پر اپنی زبان سے ہمارے دین کی تعریف کرتے ہیں جبکہ یہ گناہوں کے فروغ، اللہ کی نافرمانی اور کفر کی ترویج کو یقینی بنا رہے ہیں اگرچہ اللہ سبحانہ و تعالیٰ نے فرمایا، إِن تَكْفُرُوا فَإِنَّ اللَّهَ غَنِيٌّ عَنْكُمْ وَلا يَرْضَى لِعِبَادِهِ الْكُفْرَ" اگر تم کفر کرو گے تو اللہ تم سے بےپروا ہے۔ اور وہ اپنے بندوں کے لئےکفر پسند نہیں کرتا"(الزمر، 39:7)۔ درحقیقت پاکستان کے حکمران باربار یہ کوشش کرتے ہیں کہ ہم اپنی اور اپنے دین کی حفاظت میں ڈِھیلے پڑ جائیں تا کہ ہمارے خلاف استعمار کا ہر منصوبہ یقینی طور پر کامیاب ہوجائے، چاہے اس منصوبے کا تعلق ہماری سرزمین،دولت یا حتیٰ کہ ہمارے دین پر حملہ کرنے سے ہو۔
ہم سب پر لازم ہے کہ ہم حکمرانوں کی اللہ سے نافرمانی اور گمراہی کو مسترد کردیں۔ ہم سب پر لازم ہے کہ اپنے دین سے مضبوطی کے ساتھ جڑے رہیں اور نبوت کے نقشِ قدم پراسلامی ریاستِ خلافت کے قیام کی جدوجہد کریں جو ہمارے دین کی حفاظت کرے گی۔ خلافت ایسی تعلیمی پالیسی نافذ کرے گی جو فقہ سے لے کر طب تک، انجینئرنگ سے لے کر ٹاون پلاننگ تک ، زندگی کے ہر شعبے میں جدّت اور تخلیقی صلاحیتوں کو پروان چڑھائے گی ۔ ایک ایسے وقت میں جب دنیا مغربی سرمایہ داریت کے ناکام نظام کے بوجھ تلے کچلی جارہی ہے، خلافت ایک بار پھردنیا میں بیداری پیدا کرے گی جیساکہ وہ اس سے پہلے بھی دنیا کو کئی صدیوں تک اپنی روشنی سے منور کرتی رہی ہے اور اسی نے یورپ کے لوگوں کو متاثر کر کےا نہیں قُرُونِ وُسطیٰ کے تاریک گڑھے سے نکالا ۔اللہ سبحانہ و تعالیٰ نے فرمایا، وَكَذَلِكَ جَعَلْنَاكُمْ أُمَّةً وَسَطاً لِتَكُونُوا شُهَدَاءَ عَلَى النَّاسِ " اور اسی طرح ہم نے تمہیں امتِ وسط بنایا ہے، تاکہ تم لوگوں پر گواہ بنو "(البقرۃ، 2:143)۔
