سوال کا جواب
امریکا کے صدارتی انتخابات کےنتائج
سوال: اس بار امریکی انتخابات میں امریکی صدر ٹرمپ اور اس کے مدمقابل بائیڈن کے درمیان کشیدگی دیکھنے میں آئی، پھر بائیڈن جیت گیا جیسا کہ ذرائع ابلاغ نے اعلان کیا ہے تاہم ٹرمپ نے نتائج کو تسلیم نہیں کیا ہے۔ کیا بائیڈن کی جیت کے بعد انتخابات کے دوران جاری رہنے والی یہ کشیدگی کمی کی طرف گامزن ہے؟ کیا واشنگٹن میں اقتدار کی منتقلی حسب روایت ہوجائے گی؟ یا داخلی اور خارجی طور پر معاملات بگڑتے اور خطرناک ہوتے جارہے ہیں؟
جواب: تقریباً سب اس بات پر متفق ہیں کہ اس بار امریکا میں ہونے والے انتخابات کافی مختلف ہیں،جس میں شدید کشیدگی تھی یہاں تک کہ صدر ٹرمپ نے کہا کہ دھاندلی کی صورت میں ہی اس کے انتخابات ہارنے کا احتمال ہے، یہ بات اس نے انتخابات سے کئی مہینے پہلے ہی کہہ دی تھی۔ صدارت کے منصب کو بچانے پر اس کا اصرار اس قدر واضح تھا کہ واشنگٹن میں پالیسی ساز ٹرمپ کی جانب سے وائٹ ہاوس خالی کرنے سے انکار کی صورت میں اس سے نمٹنے کے طریقوں پر غور کر رہے تھے! اسی لیے انتخابات سے پہلے کی صورتحال اور اس کے بعد کی صورتحال کو یوں بیان کیا جاسکتا ہے:
اوّل: 20 جنوری 2017 کو اقتدار سنبھالنے کے فوراً بعد ٹرمپ نے داخلی اور خارجی طور پر قابل توجہ اقدامات اٹھائے:
1۔ داخلی طور پر ٹرمپ اپنے مخالفیں کو خاطر میں نہیں لایا۔ تبدیلی کا آغاز اہم انتظامی اراکین کی برطرفیوں اور استعفوں سے ہوا۔ انہوں نے اپنے انتظامی وزراء اور ڈائریکٹروں کو چار سال کے دوران کئی بار تبدیل کیا اور وہ ابھی تک اسی ذہنیت کے تحت کام کر رہا ہے۔۔۔ چنانچہ بائیڈن کی انتخابی کامیابی کے فوراً بعد ہی اس اپنے سیکریٹری دفاع مارک اسپر کو 9/11/2020 کوبرطرف کیا، پولیس نے ٹرمپ کے خلاف مظاہرہ کرنے والوں اور افریقی نژادسیاہ فام شہریوں کے ساتھ نسل پرستانہ سلوک کیا، ٹرمپ نے پولیس پر دباؤ ڈالنے یا ان کے بجٹ کم کرنے کے مطالبوں کو مسترد کردیا، اس کے بیانات سے نسل پرستی کی بو آتی تھی، اس نے روزگار کے مواقع پیدا کرنے کے نام پر کمپنیوں پر عائد ٹیکسوں کو کم کیا!
2۔ خارجی طور پر اس نے چین کے ساتھ معاشی جنگ چھیڑ دی اور اس نے امریکا کی معیشت کی حفاظت کے لیے نئے دور کا آغاز کیا۔ اس نے عالمی معاہدوں سے دستبرداری اختیار کی جیسا کہ ماحولیات کے لیے پیرس کا عالمی معاہدہ، تجارت کے لیے شمالی امریکہ کا آزاد تجارت کا معاہدہ(این اے ایف ٹی اے، نیفٹا) ۔اس نے امریکا کو بعض عالمی تنظیموں سے بھی نکال لیا جیسا کہ عالمی ادارہ صحت۔ اس نے اپنے اتحادیوں سے نفرت کا اظہار کیا جیسا کہ یورپ، اور اعلانیہ طور پر برطانیہ کی یورپی یونین سے نکلنے کی حمایت کی اور اس کے ساتھ بڑا تجارتی معاہدہ کرنے کا وعدہ کیا۔اس نے نیٹو ممالک پر زبانی حملے کیے اور ان سے مزید خرچ کرنے کا مطالبہ کیا، اور ایسا ہی توہین آمیز رویہ اسلامی دنیا میں امریکی ایجنٹوں اور پیروکاروں کے ساتھ اپنائے رکھا۔۔۔
دوئم:امریکا کس طرح سے تقسیم ہوکر رہ گیا: جب ٹرمپ انتظامیہ نے انتہائی متضاد تبدیلیاں کرنی شروع کیں توٹرمپ کے چار سال کے دورِ اقتدار کے دوران امریکا میں موجود بہت سارے امراض ظاہر اور نمایاں ہوئے:
1۔2016 میں ٹرمپ نے اپنی انتخابی مہم کے دوران ہی نسل پرستی کے رجحانات کا اظہار کیاتھا اور جلد ہی بڑی تعداد میں لوگ سفید فام نسل کی بالادستی کی تحریک (وائٹ سپر میسی) سے جڑ گئے جوکہ ٹرمپ سے قبل بھی موجود تھی مگر ٹرمپ کے دور میں یہ تحریک پھلنے پھولنے لگی، اور پھر امریکی "سفید فام” پولیس نے سیاہ فام آدمی کو قتل کردیا۔ لہٰذا امریکا سفید فام اور سیاہ فام میں تقسیم ہو کر رہ گیا اور جس کے نتیجے میں”بلیک لائف میٹر” (سیاہ فاموں کی زندگیاں بھی اہمیت رکھتی ہیں)تحریک ایک سیاسی جماعت کے طور پر سامنے آئی، جنہوں نے مظاہرے اور ریلیاں نکالی اور مساوات کا مطالبہ کیا،اور جس کے جواب میں سفید فاموں کی ملیشیا زیادہ منظم شکل میں منظر عام پر آئیں اور عدم استحکام پیدا کرنے کے لیے تیاری کرنے لگیں۔
2۔ٹرمپ انتظامیہ نے یورپی اتحادیوں کے ساتھ توہین آمیز رویہ اپنایا، حتی کہ اس کے سیکریٹری دفاع میٹس نے استعفی دیتے ہوئے لکھا کہ” اتحادیوں کے ساتھ احترام کا معاملہ ہونا چاہیے”(الیوم السابع، 2018/12/21)۔
3۔ امریکی صدر ٹرمپ نے 2017 میں اقتدار کے منصب پر فائز ہوتے ہی تحفظ پسند معاشی پالیسی کا اعلان کیاتا کہ امریکی مصنوعات کو امریکا میں داخل ہونے والی چینی اور یورپی مصنوعات سے تحفظ فراہم کیا جائےاور بین الاقوامی آزاد تجارت کے سائے تلے مقابلہ کرنے کی صلاحیت نہ رکھنے والی امریکی فیکٹریوں کو بندکرنے کے سلسلے کو روکا جائے، یوں ٹرمپ نے اس معاملے کو محض ایک رخ سے دیکھا اور وہ یہ نہیں دیکھ سکا کہ اس کی اس پالیسی کی وجہ سے وہ داخلی طور پر اپنے سخت دشمن پیدا کر رہا ہے۔ ٹیکنالوجی کی کمپنیاں ٹرمپ کی سخت دشمنوں میں سے ایک دشمن بن گئیں اور اس کے خلاف بھر پور قوت سے صف بستہ ہوگئیں،اور اس کے ہزاروں ملازمین کئی مسائل پر ٹرمپ کے خلاف مظاہروں کے لیے سڑکوں پر نکل آئے۔ ٹیکنالوجی کمپنیوں نے اس کی ٹیکس معلومات میڈیا کو فراہم کیں کیونکہ ان کمپنیوں کی عالمی کام کی نوعیت ہی ایسی ہے جو ٹرمپ کے لیے شرمندگی کا باعث بنیں۔ یہ کمپنیاں اپنے راستے میں روکاوٹیں نہیں چاہتی اور یہ دوسرے ممالک کی جانب سے ٹرمپ کی پالیسیوں کے رد عمل میں اپنے اوپر پابندیاں بھی نہیں چاہتیں۔ جب چین نے ان امریکی ٹیکنالوجی کمپنیوں کے سامنے روکاوٹیں کھڑی کرنے کی دھمکی دی جن کی رال چین کی بڑی مارکیٹ کو دیکھ کر ٹپکتی ہے اور فرانس نے ان پر فرانس میں حاصل ہونے والی کمائی پر ٹیکس ادا کرنے کا مطالبہ کیا تو ان کمپنیوں نے صدرٹرمپ سے جان چھڑانے کا عزم کیا،اور ٹرمپ کے خلاف مہم کی پہلی اینٹ اور جوبائیڈن کی انتخابی مہم کی ریڑھ کی ہڈی بن گئیں۔
4۔ دنیا عوام کی صحت اور لوگوں کو کورونا وائرس سے بچانے کی باتیں کررہی تھی جبکہ امریکی صدر نے اپنے سرمایہ دارانہ نقطہ نظر پر توجہ مرکوز کی ہوئی تھی اس لیے وہ دوا، ویکسین، تجارتی سبقت، دوا کی پیداوار سے حاصل ہونے والے بے پناہ منافع اور کاپی رائٹ کی باتیں کر رہے تھے، جس سے یہ ظاہر ہورہا تھا کہ اسے لوگوں کی جان اور ان کے امور کی کوئی پروا نہیں ہے۔ امریکی صدر نے کورونا وائرس سے بچنے کے لیے لاک ڈاؤن کی مخالفت کی اور معیشت کا بہانہ بنایا ۔ کورونا سے بچنے کے لیے ریاستوں کو لاک ڈاون کرنے کے حوالے سے ڈیموکریٹک رہنماوں اور ٹرمپ کے درمیان لفظی جنگ شروع ہوگئی۔ ٹرمپ تیل اور صنعتی کمپنیوں کے ساتھ کھڑا تھا جو معیشت کو رواں دواں رکھنا چاہتی تھیں، جبکہ دوسرے بشمول ڈیموکریٹک قیادت اپوزیشن کے طور پر اس کے خلاف کھڑے ہوئے، وہ کورونا وائرس کے نتیجے میں خوف اور حواس باختگی کی حالت میں معیشت کو روکنے کی حمایت کرنے والوں کی صف میں کھڑے ہوئے۔ مگر معیشت کو بند کرنے کے مطالبے پیچھے ڈیموکریٹک رہنما اور ٹیکنالوجی اور سمارٹ انٹیلی جنس صنعت کی کمپنیوں کی ٹرمپ سے دشمنی تھی جو روز بروز بڑھتی جارہی تھی، جس کی معیشت کی تاریخ میں مثال نہیں ملتی۔ جب کورونا وائرس کا حملہ ہو گیا اور لوگ دنیا بھر میں اپنے گھروں میں چھوٹی سکرینوں کےآگے بیٹھ گئے اور دوسری مصروفیات چھوڑ دیں جس کی وجہ سے ٹیکنالوجی کی کمپنیوں کے سرمائے میں بے پناہ اضافہ ہوا، الیکٹرانک تجارت کی کمپنیاں جن میں سے مشہور ترین”ایمازون” ہے کے منافع اور اس کی مارکیٹ ریٹ اس قدر بڑھ گئے کہ کسی کے وہم وگمان میں بھی نہیں تھا، حتی کہ ایمازون کمپنی کے مارکیٹ ریٹ میں اضافے کے نتیجے میں اس کے بانی کےاثاثوں میں 24گھنٹے میں 6ارب ڈالر کا اضافہ ہوا۔ ٹیکنالوجی کی امریکی دیو ھیکل کمپنی نے اعلان کیا ہے کہ رواں سال کی تیسری سہ ماہی میں کمپنی کے منافع میں مجموعی طور پر38ارب ڈالر کا اضافہ ہوا ہے( بی بی سی 30/10/2020)۔ یہ بے تحاشا منافع ایمازون، ایپل،گوگل حاصل کررہی تھیں جو کہ ایلفیبٹ، فیس بک ،ایلون ماسک اور دیگر کمپنیوں کی مالک ہیں جو کورونا کی وجہ سے نقصان اٹھانے والی دوسری امریکی کمپنیوں کو برانگیختہ(غصہ ) کررہی ہیں خاص کر تیل، انرجی اور سیاحت کی کمپنیوں کو جن میں خود امریکی صدر بھی نیویارک میں اپنے ٹاور اور فلوریڈا میں اپنے فارم ہاوس سے سرمایہ کاری کرتا ہے اسی طرح برطانیہ میں بھی کھیلوں میں اس نے سرمایہ کاری کررکھی ہے جو کورونا وائرس سے متاثر ہوئے۔
سوئم: امریکی انتخابات اور دھاندلی:
1۔ امریکا میں 2020 کے انتخابات سابقہ انتخابات کی طرح نہیں تھے کیونکہ اس بار کامیاب امیدوار کے اعلان کو ایک ہفتے تک موخر کیا گیا، اور یہ ووٹوں کے ڈاک کے ذریعے آنے کی وجہ سے ہوا جن کو ڈیموکریٹس کی اکثریت نے کاسٹ کیا(ڈالا) تھا۔ صدر ٹرمپ نے انتخابات سے کئی مہینے پہلے ہی ڈاک کے ذریعے ووٹ ارسال کرنے کی مخالفت کرتے ہوئے کہا تھا کہ یہ دھاندلی کا چور دروازہ ہے اور اپنے حمایتیوں سے براہِ راست ووٹ ڈالنے کا کہا تھا۔ جبکہ ڈیموکریٹس خفیہ(ڈاک کے ذریعے)ووٹ ڈالنے کی سہولت کا مطالبہ کر رہے تھے اور کہہ رہے تھے کہ اس قسم کی ووٹنگ کے سامنے سے ہر قسم کی قانونی رکاوٹوں کو ہٹایاجائے۔ یہ دھاندلی سے زیادہ چالاک حکمت عملی تھا۔
2۔ یہ چالاک حکمت عملی اس لیے تھی کہ ڈیموکریٹک پارٹی کے حامی روایتی ووٹنگ میں مکمل طور پر حصہ نہیں لیتے اس لیے پارٹی کو بعض ووٹوں کا نقصان اٹھانا پڑتاہے۔ کورونا کے آنے کے بعد اگر ڈاک کے ذریعے ووٹنگ نہ ہوتی تو پارٹی بہت زیادہ ووٹوں کے نقصان کا سامنا کرتی۔ یہ مسئلہ ٹرمپ کا نہیں تھا کیونکہ اس کے حامی نظریاتی اور پکے ووٹر ہیں اور پیچھے نہیں رہتے، یہی وجہ ہے کہ کورونا کا بہانہ بناکر ڈاک کے ذریعے ووٹنگ ڈیموکریٹک پارٹی کے لیے بڑی نعمت تھی۔ اسی لیے پہلے دن سامنے آنے والے نتائج میں ٹرمپ کو واضح برتری حاصل تھی، لیکن جب سونگ اسٹیٹس میں ڈاک کے ذریعے ڈالے جانے والے ووٹوں کی گنتی شروع ہوئی تو ڈیموکریٹک امیدوار بائیڈن کا پلہ بھاری ہوتا گیا۔ یہ متوقع نتائج تھے اسی لیے پنسلوینیا کے دار الحکومت فلاڈلفیا میں بائیڈن کے حامی اس وقت مرکزی الیکشن آفس کے باہر جشن منارہے تھے جبکہ ابھی وہاں ٹرمپ کو ایک لاکھ ووٹوں کی برتری حاصل تھی کیونکہ وہ جانتے تھے کہ باقی ماندہ ڈاک کے ذریعے ڈالے جانے والے ووٹ صورتحال کو بائیڈن کے حق میں بدلنے کے لیے کافی ہیں،اور پھر یہی ہوا کہ میڈیا نے اس اسٹیٹ میں بائیڈن کی کامیابی کا اعلان کردیا جس کی وجہ سے ڈیموکریٹ انتخابات میں اپنی کامیابی کا اعلان کرپائے کیونکہ پنسلوینیا کے ووٹ مجموعی مطلوبہ، 270 ووٹ، کو پورا کرنے کے لیے کافی تھے۔
چہارم: آج حالات کس طرف جارہے ہیں؟
1۔جیتنے والا امیدوار روزانہ کے حساب سے اپنے جیتنے کے بارے میں بیانات دے رہا ہے، وہ کورونا کے حوالے سے اقدامات کرنے کی بات کر رہا ہے، اس نے جیتنے والے امیدوار کے طور پر اپنے گھر کے اوپر سے پروازوں کو روک دیا ہے، اس کو مقامی طور پر اور بین الاقومی طور پر کامیابی اور امریکہ کا آنے والا صدر بننے پر مبارکبادی کے پیغامات موصول ہورہے ہیں، جبکہ ٹرمپ نے ابھی تک اس کی کامیابی کا اعتراف نہیں کیا اور کہتا ہے کہ انتخابات ابھی ختم نہیں ہوئے، وہ قانونی امور کے ذریعے میز الٹادے گا۔ ٹرمپ یہ بھی کہتا ہے کہ بائیڈن بغیر دلیل کے اپنی کامیابی کا اعلان کرکے یہ ثابت کرنے کی کوشش کر رہا ہے کہ وہ قانونی ووٹوں کے ذریعے جیت گیا ہے۔۔۔دوسری طرف بائیڈن کے انتخابی مہم کے سربراہ انڈریوبیٹس(Andrew Bates) کہتاہے کہ ٹرمپ کو طاقت کے ذریعے وائٹ ہاوس سے نکال باہر کیاجائے گا، اور اس کوخطا کار اور بے جا مداخلت کرنے والا بھی کہا!
2۔آج امریکا میں صورتحال خطرناک ہے، جس کے متعلق جرمن وزیر دفاع نے یہ کہا کہ ” بہت زیادہ دھماکہ خیز” ہے۔ بعض لوگ ٹرمپ کی حامی ملیشیاؤں کی جانب سے انتخابی مراکز پر دھاوے اور انارکی کی توقع کررہے تھے، اگرچہ کچھ اسٹیٹس کو چھوڑ کر پورے امریکا میں بڑے پیمانے پر ایسا کچھ نہیں ہوا،ایسا محسوس ہوتا ہے کہ اس طرز عمل کواس وقت تک کے لیے موخر کیا گیا ہے جب تک ٹرمپ قانونی چارہ جوئی اور سیاسی داؤ پیچ کے ذریعے دوبارہ صدر بننے کی امید رکھتا ہے۔
دوسری جانب الجزیرہ نے 10/11/2020 کو "واشنگٹن پوسٹ”کے حوالے سے نقل کیا کہ وائٹ ہاوس نے ایف بی آئی کو انتقال اقتدار کے لیے نو منتخب صدر جوبائیڈن کی ٹیم سے تعاون نہ کرنے کے احکامات جاری کیے ہیں۔ ٹرمپ انتظامیہ نے وہ پیسے بھی نو منتخب صدر کو دینے سے انکار کردیا ہے جن کو امریکی قانون کے مطابق جیتنے والے امیدوار کو آفس وغیرہ کے کرائے کے اخراجات کے لیے دیا جاتا ہے۔ ٹرمپ نے 10/11/2020 کو اپنے ٹوئیٹ میں کہا کہ” انتخابات کے نتائج آگلے ہفتے تک آئیں گے جس میں ہم کامیاب ہوں گے”۔ اس کے سیکریٹری خارجہ پومپیو نے ٹرمپ کی دوسری مدت صدارت کی بات کی جس کے بارے میں ایک ریپبلیکن سینیٹر نے کہا کہ حکومتی عہدہ دار کی طرف سے ایسا بیان خطرناک ہے۔
یوں امریکہ کو ایک عملی بحران کا سامنا ہے جو اس کے استحکام اور وحدت کے لیے خطرناک ہے،اور اس بات کا امکان ہے کہ یہ خطرہ مزیدہ سنجیدہ خطرہ بن جائے۔ مغربی ساحل پر واقع اسٹیٹس جیسے کیلیفورنیا بہت پہلے سے ہی ڈیموکریٹک اسٹیٹس ہیں، جہاں ٹیکنالوجی کی امریکی کمپنیوں کے مراکز ہیں،جو ٹرمپ کی صدارت کے دوسرے دور کو قبول نہیں کریں گی۔ لیکن جنوب کی ریپبلیکن اسٹیٹس خصوصاً ٹکساس جو کہ کیلیفورنیا کے متوازی قوت ہے، یہاں امریکہ کی تیل اور انرجی کی بڑی کمپنیوں کے مراکز ہیں، یہ بائیڈن کی کامیابی کو تسلیم نہیں کریں گی، کیونکہ ان کو خطرہ ہے کہ بائیڈن صدر بنتے ہی دوبارہ ماحولیات کے لیے پیرس معاہدے کو بحال کرے گا۔۔۔جبکہ اگر ٹرمپ دوبارہ صدربنتاہے تو وہ ٹیکنالوجی کی کمپنیوں کو بالکل معاف نہیں کرے گا جیسا کہ اس نے اپنے ٹوئیٹس میں تنبیہ کی ہے۔
پنجم: خلاصۂ کلام یہ ہے کہ اس وقت امریکہ میں جو کچھ ہورہا ہے اس پر غوروفکر اور رونما ہونے والے واقعات پر گہری نظر رکھنے کی ضرورت ہے:
1۔وہ جمہوریت جس کا امریکا ایک لمبے عرصے سے گن گاتا آرہا ہے آج اسے صدر ٹرمپ اپنا اقتدار بچانے اور اپنی رسوائی کو چھپانے کے لیے عدالتی اور قانونی بہانوں سے واضح طور پر روندرہا ہے۔ امریکا ہر قسم کے امکانات اور انتقامی کارروائیوں کے لیے کھلا ہے،لہٰذا اس بات کا امکان ہے کہ نیا صدر جیتنے والا امیدوار بائیڈن ہو اور اس بات کا بھی امکان ہے کہ صدر ہارنے والا امیدوار ٹرمپ ہی ہو اور دوسری مدت کے لیے بھی صدر بن جائے۔ دونوں میں سے جو بھی صدر بن جائے یہ بات طے ہے کہ وہ دوسرے فریق سے انتقام لےگا اور ایسا لے گا کہ اس کی ہڈیاں بھی توڑ دے گا۔ اس لیے امریکا کو عدم استحکام، پریشانیوں اور اندرونی مسائل کا سامنا ہونے والا ہے۔ اس صورتحال میں امریکا کے ٹوٹ پھوٹ کے امکان کو مسترد نہیں کیا جاسکتا جس میں ریاست ٹیکساس ٹرمپ، رپبلکن اور ان کے حامی کمپنیوں کا مرکز بن جائے جبکہ کیلیفورنیا بائیڈن، ڈیموکریٹک اور ان کے حامی کمپنیوں کا مرکز بن جائے۔ یہ معاملات ٹرمپ کے باقی ماندہ دومہینوں تک ہی نہیں بلکہ اس کے بعد بھی جاری رہیں گے۔۔۔
2۔مسائل کی جڑیں سرمایہ دارانہ نظام کے اندر ہیں۔ بصیرت کی آنکھ سے دیکھنے والے اور بیدار کانوں سے سننے والے کے لیے یہ واضح ہے۔۔۔ فائدہ سرمایہ دارانہ نظام کی نمایاں ترین اقدار میں سے ایک ہے یعنی مادی مفاد، اور یہی مفاد بلاوسطہ یا بل واسطہ کسی بھی عمل کا بنیادی محرک ہے۔ صدر اپنے اختیارات اور ایوان نمائندہ گان میں اپنی پارٹی کے اثرورسوخ کے لحاظ سے فیصلے کرتا ہے، یہی وجہ ہے کہ صدور کے نزدیک مفادات اور ان کی نوعیت مختلف ہوتی ہے۔ ہر صدر اپنی رغبت اور خواہش کے مطابق فائدے کاتعین اور فیصلے کرتا ہے ،اسی لیے ایک فیصلہ ایک صدر کے نزدیک درست اور اس سے پہلے یا بعد والے کے نزدیک غلط اور نقصاندہ ہوتا ہے اور وہ اس کے فیصلوں کو مسترد یا کالعدم کرتاہےاگرچہ بیک وقت دونوں سرمایہ دارانہ جمہوری نظام کو بچانے اور خودساختہ دستور کی پاسداری کی باتیں کرتے ہیں،لیکن ہر ایک اپنی ہی خواہش پر گامزن ہوتا ہے!
مثال کے طور پر 20/1/2017 کواقتدار سنبھالنے کے فوراً بعد اس وقت کے نئے صدر ٹرمپ نے وہ سب منہدم کردیا جس کو اوباما انتظامیہ نے تعمیر کیا تھا، چنانچہ ہیلتھ انشورنس”اوباماکئیر”کو معطل کردیا، ماحولیات کے لیے پیرس معاہدے سے نکلنے کا اعلان کردیا کیونکہ یہ تیل اور انرجی کی امریکی کمپنیوں کے مفاد میں تھا، امریکا میں اسلحے کو قانون کے دائرے میں لانے کے اقدامات کو مسترد کردیا، ٹیکنالوجی کی امریکی کمپنیوں پر بہت ساری پابندیاں عائد کردیں جیسا کہ الیکٹرانک سینسرشپ اور ان کو چین سے نکلنے پر مجبور کرنے کی کوشش کی۔۔۔ یہ سب سابق صدر اوباما کے برخلاف تھا۔ اسی طرح ٹرمپ کا مدمقابل امیدوار بائیڈن بھی اس کے بالکل برعکس بات کرتاہے، وہ ہیلتھ انشورنس کی حمایت کرتا ہے اور اسلحے کو قانون کے دائرے میں لانا چاہتا ہے۔ بائیڈن اپنی پارٹی پالیسی کا اعلان کرتے ہوئے کہتا ہے کہ اگر وہ صدر بن گیا تو ماحولیاتی تبدیلی کے حوالے سے پالیسی کو بحال کرے گا جو کہ تیل کی کمپنیوں کے مفادات کے خلاف ہے، بلکہ ان پر ٹیکسوں میں اضافہ کرے گا، وہ ٹیکس جن کو ٹرمپ نے کم کیا تھا۔ بائیڈن اور کی پشت پناہ ٹیکنالوجی کمپنیون کا تیل اور توانائی کی کمپنیوں کے ساتھ ساتھ اسلحہ ساز کمپنیوں سے شدید تنازعہ ہے اور جن کے بارے میں بائیڈن منصوبہ بندی کر رہا ہے کہ ریاستی بجٹ کا بیشترحصہ ان سے وصول کیا جائے۔۔۔الخ، یاد رہے کہ تیل کی بڑی کمپنیوں کا مرکز ٹیکساس اور ٹیکنالوجی کی بڑی کمپنیوں کا مرکز کیلیفورنیا میں سلیکون وادی ہے، اسی لیے دونوں پارٹیوں ڈیموکریٹک اور ریپبلکن کی نظریں ٹیکساس اور کیلیفورنیا پر ہوتی ہیں!
یوں ٹیکنالوجی کی کمپنیوں کے مالک معیشت کو اندرونی و بیرونی سرمایہ کاروں کے لیے کھلا رکھنا یعنی گلوبلائزیشن چاہتے ہیں اور ان کے مفادات دیگر سرمایہ داروں یعنی تیل کی کمپنیوں، صنعتی اور زراعتی کمپنیوں کے مالک سرمایہ داروں سے ٹکراتے ہیں جو اپنے نقصانات کو کم کرنے کے لیے چینی کمپنیوں سے مقابلے کے لیے تحفظ چاہتی ہیں ۔۔۔صدور اور ان کے حمایتی اپنے مفادات کے مطابق مخصوص کمپنیوں کی حمایت کرتے ہیں چاہے ان کے مدمقابل جماعت اس کو نقصان دہ ہی کیوں نہ سمجھتی ہو۔ ہر نفع و نقصان کے پیچھے بھاگنے والا کہتا ہے کہ وہ سرمایہ دارانہ نظام نافذ کرتاہے۔ اس نظام کے بدترین ہونے کے لیے یہی کافی ہے کہ اس نظام کو نافذ کرنے والوں کی خواہشات دومتضاد چیزوں، نفع اور نقصان، کا تعین کرتی ہیں یعنی کوئی بھی چیز بذات خود بری یا اچھی نہیں ہے بلکہ نظام کو نافذ کرنے والے کا مفاد اس کےفائدہ مند یا نقصان دہ ہونے کا تعین کرے گا اور اس طرح خیر و شر دونوں برابر ہیں!
3۔رہی یہ بات کہ یہ مسائل امریکا میں ٹرمپ اور بائیڈن کے درمیان دشمنی کی شکل میں ہی کیوں ظاہر ہوئے اس سے قبل کیوں نہیں ظاہر ہوئے، تو اس کے تین اسباب ہیں:
اوّل: جیتنے اور ہارنے دونوں مدمقابل کے ساتھ فائدہ اٹھانے ہونے والوں اور نقصان اٹھانے والوں کی بڑی تعداد ہے کیونکہ سرمایہ داریت میں فائدہ ہی سب سے بڑی چیز ہے ۔۔۔ اس کے ساتھ ہی اگر دشمن صدر بن جائے تو یہ فائدے کی بجائے مسائل سامنے آجائیں گے اور اس کے اپنے نتائج ہوتے ہیں۔
دوئم: دنیا میں موجود حکومتیں سرمایہ دارانہ حکومتیں ہیں اور یہ سب امریکی نظام سے بھی زیادہ برے ہیں اسی لیے امریکی شہریوں کے نزدیک ان کے نظام کے مسائل دوسرے ملکوں میں رائج نظاموں کے مسائل سے کم ہیں، اور اس لیے امریکی نظام کو وہ دو برائیوں میں سے کم برائی کے طور پر قبول کرتے ہیں!
سوئم: امریکہ کے سرمایہ دارانہ نظام کا مقابلہ کرنے والا صحیح نظام اس وقت دنیا میں کہیں بھی نافذ نہیں کہ جسےدیکھ کر لوگوں کو اس باطل نظام کے مقابلے میں حق نظام کا علم ہو۔ اگر اسلام کا نظام دنیا میں کہیں نافذ ہوتا تو وہ دنیا کو خیروبرکت اور عدل و اطمینان سے سے بھر دیتا اور اس طرح سرمایہ دارانہ نظام پر سے لوگوں کا اعتماد متزلزل ہوجاتا اور لوگ اسلامی ریاست خلافت کی طرف متوجہ ہوتے جو لا الہ الا اللہ محمد رسول اللہ ﷺکی ریاست ہوتی ہے۔
آخر میں ہم کہتے ہیں کہ اگر باطل اس دور میں جیت گیا ہے تو اس کے بعد حق کی باری آئے گی اور اس کا دور بھی طویل ہوگا خصوصاً جب امت میں حزب التحریر موجود ہے جو دن رات ایک کیے ہوئے ہے تاکہ خلافت کی صبح دوبارہ طلوع ہواور مشرق ومغرب کے سرکشوں کے تخت ہل جائیں اور اللہ سبحانہ و تعالیٰ نے سچ فرمایا:
﴿وَتِلْكَ الْأَيَّامُ نُدَاوِلُهَا بَيْنَ النَّاسِ وَلِيَعْلَمَ اللَّهُ الَّذِينَ آمَنُوا وَيَتَّخِذَ مِنْكُمْ شُهَدَاءَ وَاللَّهُ لَا يُحِبُّ الظَّالِمِينَ * وَلِيُمَحِّصَ اللَّهُ الَّذِينَ آمَنُوا وَيَمْحَقَ الْكَافِرِينَ﴾
"اور یہی دن ہیں جن کو ہم لوگوں کے درمیان پھیرتے رہتے ہیں تاکہ اللہ ایمان والوں کو نمایاں کرے اور تم میں سے گواہ بنائے اور اللہ ظلم کرنے والوں کو پسند نہیں کرتا، اللہ ایمان والوں کامیاب کرتا ہے اور کافروں کی جڑ کاٹ دیتاہے”(آل عمران، 141-140)۔
