سوال: بدھ16 جون 2021 کو جنیوا میں امریکی صدر بائیڈن اور روسی صدر پوٹن کے درمیان پہلی سربراہی ملاقات ہوئی، اس ملاقات کی کیا اہمیت ہے؟ اس کا ہدف کیاہے؟ کیا جنیوا میں دونوں صدور کی ملاقات سے کچھ مثبت نتائج برآمد ہوئے، یعنی کیا روس امریکہ تعلقات کئی سال بعد بہتری کی جانب گامزن ہوں گے؟ کہا جارہا تھا کہ دونوں ملکوں کی تاریخ میں یہ بدترین تعلقات تھے۔
جواب:
امریکہ روس سربراہی ملاقات کے اثرات کو گذشتہ چندسال کے دوران دونوں ملکوں کے درمیان تعلقات کی کشیدگی کے پس منظر کو سمجھے بغیر ممکن نہیں:
1۔ بیشتر ذرائع ابلاغ اور بعض سیاست دان دونوں ملکوں، امریکہ اور روس کو، "دوبڑی طاقتیں” کہتے ہیں جوکہ اذہان میں امریکہ اور "سوویت یونین” دو بڑی ریاستوں کا تسلسل ہے جن میں سے ہر ایک کا اپنا کیمپ تھا۔ مگر حقیقت یہ ہے کہ سوویت یونین کے انہدام کے بعد ریاست روس جس کمزوری سے دوچار ہوئی اس نے اس کو عالمی سطح پر امریکہ کے ساتھ مقابلے کے مرتبے سے کافی حدتک گرا دیا۔ یہی وجہ ہے کہ روس اور امریکہ کے درمیان ہونے والی سربراہی ملاقات امریکہ اور سوویت یونین کے درمیان سربراہی ملاقات ،جس کے کئی نتائج ہوتے تھے، سے بہت کمتر ہے، کیونکہ روس کی عظمت کے عناصر میں سے عسکری قوت خاص کر ایٹمی اور میزائلوں اور فضائی صلاحیتوں کے علاوہ کچھ بھی باقی نہیں رہا، اس کے علاوہ روس میں عظمت کی کوئی بات باقی نہ رہی!
2۔ امریکہ روس تعلقات میں دراڑیں اوباما انتظامیہ کے آخری دور میں پڑنے لگیں جب 2014 میں روس کی جانب سے کریمیا پر قبضے کے سبب اس پر پابندیاں لگائی گئیں اور اس کو جی ایٹ(G-8) سے نکال باہر کیا گیا، پھر 2016 میں امریکی انتخابات میں مداخلت پر مزید پابندیاں لگائی گئیں۔ اوبا ما انتظامیہ نے 35روسی سفارتکاروں کو نکال کر جنوری 2016 میں روسی انٹیلی جنس اداروں پر پابندیاں لگادیں یعنی امریکی انتخابات میں ٹرمپ کی کامیابی کے بعد اقتدار سنبھالنے سے چند دن قبل یہ اقدامات لیے گئے( ڈیوچے ویلے 14/1/2017 )۔۔۔ پوٹن کے حوالے سے ٹرمپ کی زبانی جمع خرچ کے باوجود امریکہ نے روس پر مزید پابندیاں لگانے کے سلسلے کو جاری رکھا، دوطرفہ تعلقات کشیدگی کی طرف ہی دھکیلتا رہا، کئی امریکی شہروں میں روسی قونصل خانوں کو بند کردیا، امریکہ میں روسی نیوز چینلز کے گرد گھیرا تنگ کیا۔ روس پر امریکی پابندیاں باوجوہ بھی تھی اور بلاوجہ بھی، روسی اپوزیشن لیڈر نافلنی کی گرفتاری پر پابندیاں لگائی، 2018 میں برطانیہ میں روسی اپوزیشن لیڈر سکریبال کو زہر دینے کا الزام لگا کر پابندیاں لگائی، سائبر حملوں کا الزام لگا کر روسی ٹیکنالوجی کی کمپنیوں پر پابندیاں لگائی جیسا کہ ٹرمپ انتظامیہ کے آخری دنوں میں ہوا۔ بائیڈن انتظامیہ کے آتے ہی تعلقات مزید بگڑ گئے چنانچہ امریکی صدر بائیڈن نے روسی صدر پوٹن کو "قاتل” کہا اور یہ کہ اس کو امریکی انتخابات میں مداخلت کی قیمت چکانی پڑے گی( سکائی نیوز عربی 17/3/2021 )۔ اس کے بعد مارچ 2021 میں روسی سفیر نے واشنگٹن چھوڑ دیا، پھر اگلے مہینے امریکی سفیر ماسکو سے چلے گئے۔۔۔ امریکہ نے روس کو عالمی مالیاتی نظام سے الگ کرنے کی دھمکی دی۔
3۔ بائیڈن کی ڈیموکریٹک انتظامیہ کو روس اور اس کے صدر پوٹن سے نفرت ہے، وہ اس پر الزام لگاتے ہیں کہ 2016 میں ہیلری کلنٹن کے صدارتی انتخابات میں شکست کا ذمہ دار وہ ہے، جب ڈیموکریٹک اپوزیشن میں تھے ، وہ سابق امریکی صدر ٹرمپ سے روس کو سزا دینے کا مطالبہ کرتے تھے اور اس پر روس کے ساتھ ساز باز کا الزام لگاتے تھے، وہ اس کو تنگ کرتے تھے اور 2020 انتخابات جتنے کی صورت میں روس کو دھمکی دیتے تھے۔ جب ان انتخابات میں ڈیموکریٹک صدر بائیڈن کامیاب ہوئے او رساتھ ہی "سولر وینڈوز” کمپنی، جس کو امریکی حکومت کی حساس ایجنسیاں استعمال کرتی ہیں، کے خلاف بھرپور سائبرحملے ہوئے، تو امریکی انٹلی جنس نے ان سائبر حملوں کا الزام روس پر لگایا۔۔۔امریکہ روس کو "دشمن” کہنے لگا۔۔۔بلکہ سربراہی ملاقات سے دو دن قبل امریکہ نے یوکرائن کو نیٹو میں شامل کرنے کی دھمکی دی! اسی لیے یہ ملاقات دونوں ریاستوں کے درمیان موجود کشیدگی سے میل نہیں کھارہی تھی، بلکہ اس کا ایک اور پہلو ہے ، اس کے پس منظر اور پیش منظر پر غورو فکر کرنے سے یہ واضح ہوتا ہے کہ:
ا۔ دونوں صدور کے درمیان ملاقات ڈھائی گھنٹے بعد اختتام پذیر ہوئی حلانکہ یہ چار گھنٹے جاری رہنے کا فیصلہ ہواتھا۔ دونوں صدور نے مشترکہ پریس کانفرنس بھی نہیں کی بلکہ ملاقات کے بعد دونوں نے الگ الگ پریس کانفرسیں کی اور الجزیرہ نے16 جون2021 کو دونوں کانفرسوں کوٹیلی کاسٹ کیا، اسی طرح دوسرے ذرائع ابلاغ نے بھی براہ راست نشر کی۔ دونوں طرف سے مشترکہ بیان صرف اتنا تھا کہ فریقین نے اس بات پر اتفاق کیا کہ دونوں کے درمیان ایٹمی جنگ میں کسی کی جیت نہیں ہوگی حلانکہ دونوں کے درمیان ایسی کسی جنگ کے کوئی آثار نہیں۔ امریکی صدر بائیڈن نے اس عزم کا اعادہ کیا کہ واشنگٹن اسٹریٹیجک ہتھیاروں میں کمی کے معاہدے اسٹارٹ3 کی پاسداری کرے گا، اس حوالے سے جس کمیٹی کی تشکیل پر فریقین نے اتفاق کیا وہ اس حوالے سے مطلوبہ کامیابی حاصل کرے گی۔ دونوں ملکوں کے درمیان بہت سے اختلافی مسائل کو زیر بحث لایا گیا۔ روسی صدر نے اپنے امریکی ہم منصب سے خود کو "قاتل” کہنے کے حوالے سے سوال کیا۔ بائیڈن نے اپنے پریس کانفر نس میں روسی اپوزیشن لیڈر نافلنی کے جیل میں مرنے کے ممکنہ تباہ کن اثرات کے بارے میں بات کی۔ انہوں نے اجلاس کو مفید اور مثبت قرار دیتے ہوئے ضمنی طور پر یہ بھی اعتراف کیا کہ ملاقات روس کو دھمکی دینے کےلیے تھی کہ اگر اس نے دوبارہ امریکی انتخابات میں مداخلت کی یا اگر دوبارہ سائبر حملے کیے تو اس کے نتائج خطرناک ہوں گے۔ روسی صدر نے اپنے پریس کانفرنس میں کہا کہ یہ کہنا مشکل ہے کہ دونوں ملکوں کے درمیان اچھے تعلقات ہیں، مگر انہوں نے اس حوالے اچھی امید کا اظہار کیا، تاہم انہوں نےگوانتاناموبے اور دوسرے ملکوں میں امریکی انٹلی جنس کے عقوبت خانوں، سیاہ فاموں اور دوسری اقوام کے خلاف امریکہ کے غیر انسانی سلوک پر انسانی حقوق کے مسائل کے حوالے سے امریکہ کو تنقید کا نشانہ بنایا۔ یہ امریکہ کی جانب سے روس کے اندر انسانی حقوق کا واویلا کرنے کے جواب میں تھا۔ بائیڈن نے پوٹن کے ساتھ براہ راست ملاقات کی اہمیت کا ذکر کرتے ہوئے کہا کہ دوطرفہ تعلقات میں کسی بھی غلط فہمی سے بچنے کے لیے یہ ضروری ہے، انہوں نے کہا کہ تعلقات کے مستقبل کا دارومدار روس کے اقدامات پر ہے۔
ب۔ باریک بینی سے دیکھنے سے معلوم ہوتا ہے کہ امریکہ ہی روس پر دباو ڈالنے میں پہل کر رہا تھا، امریکہ ہی نے تعلقات اس قدر خراب کیے کہ روسی صدر پوٹن نے کچھ عرصہ پہلے ان کو”بڑے حد تک تباہ کن” قرار دیا، پھر امریکہ ہی نے جن اختلافی نقات پر بات ہونی تھی اُن پر اتفاق کیے بغیر ہی دونوں سربراہوں کے درمیان ملاقات کا اہتمام کیا ۔ روس نے اس سے خیر کی امید لگائی اور خوشی کا اظہار کیا کہ بائیڈن پہلا امریکی صدر ہے جس نے صدر بننے کے بعد سب سے پہلے روسی صدر سے ملاقات کی جو کہ واشنگٹن کی جانب سے ماسکو کو اہمیت دینے کی دلیل ہے۔ اس کے جواب میں بائیڈن نے برطانیہ کا دورہ کرکے برطانوی وزیر اعظم جونسن سے ملاقات کی پھر جی سیون کا سربراہی اجلاس برطانیہ میں بالمشافہ رکھا حلانکہ پہلے یہ اجلاس انٹرنیٹ کے ذریعے کیے جانے کی توقع تھی، مزید یہ کہ بائیڈن نے برسلز میں نیٹو کا سربراہی اجلاس منعقد کیا جہاں کئی ملاقاتیں کی جن میں سے ایک ترک صدر اردوگان کے ساتھ بھی تھی۔ برسلز میں بائیڈن نے غیرمتوقع طور پر یورپی پارلیمنٹ کے سربراہ چارلس مائیکل اور یورپی کمشن کے سربراہ اورسولا دیرلاین سے بھی ملاقات کی، اس طرح بائیڈن اور پوٹن کی ملاقات بھی ان بہت ساری ملاقاتوں میں سے ایک ملاقات بن گئی ، یعنی روس کی جانب سے پوٹن کے ساتھ خصوصی ملاقات کی امید پر پانی پھیر دیا!
ج۔ اس سب کی وجہ سے یہ کہنا ممکن ہے کہ دونوں سربراہوں کے درمیان ملاقات کے نتائج بہت ہی معمولی نوعیت کے ہیں جو کہ دونوں طرف سے اپنے سفراء کو ایک دوسرے کے دارالحکومت میں تعینات کرنے تک محدود ہے۔ اسی طرح اسٹارٹ3 (اسٹریٹیجک ہتھیاروں میں کمی کا معاہدہ) کی پاسداری کے عزم کا اعادہ اور یہ کہ تعلقات میں بہتری کا دارومدار روسی اقدامات پر ہے، یعنی کہ روس کی مزید پسپائی کیونکہ اس نے اسٹریٹیجک غلطیاں کیں جیسا کہ اس نے شام میں امریکہ کی مدد کرکے کی ہے۔ روس کے صدر پوٹن کی جانب سے شام میں مداخلت کا اعلان بھی 28 ستمبر 2015 میں نیویارک میں اوباما کے ساتھ ملاقات کے بعدہوا تھا، یوں روس نے امریکہ کی عسکری خدمت کے لیے اپنے آپ کو پیش کیا تھا، اس کی وجہ روس کی اسلام اور مسلمانوں کے ساتھ شدید بغض اور 2014 میں کریمیا پر قبضے کی وجہ سے عالمی تنہائی تھی جس کے بعد اس پر مغرب کی جانب سے پابندیاں لگی تھیں۔ مگر اہم بات یہ ہے کہ امریکہ نے روسی عسکری خدمات کا فائدہ اٹھا یا اورشام میں اپنے اثرورسوخ کو بچانے میں روس کی خدمت کی اہمیت کو دیکھا تو امریکہ کے اندر یہ لالچ پیدا ہوئی کہ روسی خدمات کو چین کے سمندر میں منتقل کی جائے۔ روس کی جانب سے یہ جانتے ہوئے بھی کہ بشار امریکی ایجنٹ ہے اس کو بچانے کے لیے شام میں مداخلت بڑی اسٹریٹیجک غلطی تھی جو کسی بھی خود مختار ریاست کا کوئی عقلمند سربراہ ایسی غلطی نہیں کرسکتا۔
د۔ جہاں تک امریکہ کی جانب سے روس پر دباو ڈلنے کے غیر اعلانیہ اہداف کا تعلق ہے تو وہ یہ ہے کہ امریکہ چین کے خلاف اپنی پالیسی میں روس کو عالمی پتھر بنانا چاہتا ہے۔ چین پر دباؤ ڈالنے کے لیے روس کو شریک کار بنانے اور گذشتہ صدی کی ساٹھ کی دہائی میں ویتنام کی جنگ کے دوران روس کو امریکہ کے ساتھ پرامن طریقے سے رہنے پر مجبور کرنے کی پالیسی کا معمار سابق امریکی وزیر خارجہ ہنری کیسنجر ہے اور اسی امریکی بوڑھے کو امریکی سیاسی حلقے اسٹریٹیجک سیاسی مفکر اور بین الاقوامی سیاست پر گہری نظر رکھنے والا سمجھتے ہیں۔ اسی لیے انہی حلقوں نے 2016 میں ان کے ساتھ دونوں امریکی صدارتی امیدواروں ہیلری کلنٹن اور ڈونلڈ ٹرمپ کے ساتھ دو اہم الگ الگ ملاقاتوں کا اہتمام کیا جب اس کی عمر نوے کی دہائی میں ہے، دونوں کو اس نے چین کے خلاف روس کو اپنا شریک کار بنانے کی نصیحت کی۔
ھ۔ ان امریکی اہداف کے غیر اعلانیہ ہونے کے باوجود امریکہ ان کو کبھی ایک ذریعے سے اور کبھی دوسرے ذریعے سے روس کے سامنے رکھتا ہے اور روس ان اہداف کو اچھی طرح جانتاہے، اسی لیے روسی وزیر خارجہ لاو روف نے کہا کہ” امریکہ روس کو اپنے مفادات کے آلہ کار میں تبدیل اور چین کے سامنے لا کھڑا نہیں کرسکتا۔۔۔ جبکہ امریکی اب اس پر بحث کر رہے ہیں کہ روس کو کیسے چین کے خلاف اپنے مفادات کےلیے استعمال کرسکتے ہیں۔۔۔وہ ہمیں امریکہ کے مفادات کے آلہ کار کے طور پر استعمال کرنا چاہتے ہیں”۔ انہوں نے مزید کہا کہ:” ظاہری بات ہے وہ ہمیں ایسا کرنے میں کبھی کامیاب نہیں ہوں گے”( آر ٹی 24/12/2018 )۔
و۔ امریکہ روس سے بالکل یہی چاہتاہے، اسی لیے وہ روس پر دباو ڈالتاہے اور چین کو قابو کرنے کے لیے روس کو شریک کار بنانے کے ہنری کیسنجر تھیوری پر عملدرآمد کرنے کے لیے اس کے ساتھ ماحول کو گرماتا ہے، ورنہ روس نہ معیشت میں امریکہ کا مقابلہ کر رہا ہے نہ ہی عالمی سیاست میں اور نہ ہی اس کے اندر بڑی ریاست بننے کی کوئی طاقت ہے سوائے عسکری قوت کے۔ امریکہ سوویت یونین پھر امریکہ روس معاہدوں نے روسی عسکری قوت کو امریکہ کےلیے خطرہ بننے کے دائرے سے باہر کردیا ہے، بلکہ امریکہ بہت سارے معاہدوں، جیسے 1972 میں ہونے والے ایٹنی میزائل معاہدے، سے نکل گیا اور اپنا میزائل ڈیفینس شیلڈ بنایا۔ روس کی معیشت اتنی مضبوط نہیں کہ وہ اپنی عسکری صلاحیتوں کو مزید ترقی دے کر ایسا بنائے جیسا کہ امریکی صلاحیتیں ہیں۔۔۔ لہٰذا روس کی ایٹمی اور اسٹریٹیجک قوت امریکہ کے ساتھ تعلقات کی کشیدگی کا سبب نہیں، بلکہ روس کے ساتھ تعلقات کی اس کشیدگی کا مقصد اس پر دباو ڈال کر اس کو چین سے دور کرنا ہے کیونکہ امریکہ کی توجہ چین پر ہی مرکوز ہے، اسی لیے اس کے سابق سیکریٹری دفاع پیٹریک شانھان نے اپنی عسکری قیادت سے چین پر توجہ مرکوز کرنے کا مطالبہ کرتے ہوئے کہا” چین، پھر چین، پھر چین”(الجزیرہ نیٹ 3/1/2019 )۔
ز۔ امریکہ روس کے ساتھ اپنے تعلقات کشیدہ کرنے کے باوجود اب تک اس کو چین کے سامنے کھڑا کرنے کے اپنے مقصد میں کامیاب نہیں ہوسکاہے، خاص طور پر امریکہ روس پر دباو ڈالنے کے ساتھ ساتھ تجارتی جنگ کے ذریعے چین پر بھی دباو ڈال رہا ہے۔ اس چیز نے روس اور چین کے درمیان قربت پیدا کی۔۔۔یعنی امریکہ کی جانب سے روس کو چین کے خلاف اپنے ساتھ چلنے پر مجبور کرنے کی کوشش کے نتائج امریکی خواہش کے برعکس برآمد ہونے لگے ہیں، یقیناً وہ روس کی چین سے قربت کے خطرے کو بھانپ رہا ہے۔۔۔ اسی لیے بائیڈن انتظامیہ نے روس پر” دباؤ” ڈالنے کے اسلوب کوایک طرف رکھا اور اس کی جگہ اس کو "امید دلانے” کا اسلوب اپناتے ہوئے سربراہی ملاقات کی کہ اس کے نتیجے میں روس اور چین کے درمیان کسی حد تک دوری ہو گی ۔۔۔اسی لیے اس کے ساتھ گفت وشنید کا سلسلہ اس کمیٹی کے ذریعے شروع کیا جس کو سربراہی ملاقات کے موقع پر بنایا گیا تھا ۔
4۔ یوں بائیڈن پوٹن ملاقات اس ہدف کے حصول کےلیے ہے یعنی پوٹن کو امید دلانے، امریکی کشیدگی اور روس پر پابندیوں کے دباؤ کو کم کرنے، چین کے حوالے سے اس کے موقف کو امریکہ کے لیے معاون بنانے یا کم از کم روس اور چین کے درمیان قربت کو روکنا۔ دونوں ملکوں کے درمیان کشیدگی کے حوالے سے دوسرے نکات کی کوئی زیادہ اہمیت نہیں، مثال کے طور پر ان کے درمیان شام کے حوالے سے گفتگو ہوئی ، امریکہ شام کے مسئلے کو اپنی مرضی کے مطابق حل کرنا چاہتاہے، روس اس کا مخالف نہیں اس کو بس چہرہ چھپانے کی ضرورت ہے، اسی طرح افغانستان میں روس امریکیوں کے پیروں تلے سے زمین کھینچنے کے قابل نہیں جیسا کہ گذشتہ صدی کی اسی کی دہائی میں امریکہ نے اس کے ساتھ کیا تھا۔ جہاں تک روس کی جانب سے امریکی انتخابات میں مداخلت کی بات ہے تو یہ انٹرنیٹ کو اثر انداز ہونے کے لیے ایک نئے وسیلے کے طور پر استعمال کرنے سے متعلق ہے، شاید روس امریکہ کے خلاف رد عمل کی طاقت نہیں رکھتا تھا ورنہ وہ اس مداخلت سے باز رہتا۔ جہاں تک ان سائبر حملوں کی بات ہے جن کا الزام امریکہ روس پر لگا رہا ہے تووہ کوئی موثر نہیں اور نہ ہی ان کا مداوا مشکل ہے اسی لیے بائیڈن نے سربراہی ملاقات میں اس کا جواب دیتے ہوئے کہا کہ اگر روس نے دوبارہ ایسی حرکت کی تو امریکہ روس میں گھسنے اور الیکٹرونک تخریب کاری کرنے کی بھرپور قوت رکھتاہے ، اس نے روسی تیل کے پائپ لائنوں کو خراب کرنے کی قوت کی مثال دی۔۔۔
5۔ روسی صدر جنیوا سے روانہ ہوتے ہوئے یہ اچھی طرح جانتا تھا کہ امریکہ آنے والے مہینوں میں روسی اقدامات کا منتظر ہوگا اور وہ مشترکہ طور پر تشکیل پانے والی کمیٹی کے ذریعے ان کی چھان بین کرے گا۔ روسی صدر یہ بھی جانتا ہے کہ امریکہ روس پر دباؤ ڈالنے کی بھرپور قوت رکھتاہے بعض کو تو اس نے آزمایا بھی۔ اسی طرح روسی صدر یہ بھی جانتا ہے کہ چین اس کو چھوڑ کر مغرب کی طرف متوجہ ہوگا کیونکہ مغرب کے ساتھ اس کے تجارتی مفادات روس کے ساتھ تجارتی مفادات سے بہت بڑے ہیں، اس سب کی وجہ سے آنے والے مہینوں میں روس امریکہ تعلقات میں بہتری کی توقع ہے اور سفراء کی بحالی اس کی طرف پہلا قدم ہے۔ اس بات کا بھی امکان ہے کہ روس چین تعلقات سرمہری کی راہ پر گامزن ہونگے، امریکہ کے ساتھ روس کے تعلقات میں گرم جوشی کے ساتھ چین کے ساتھ روسی تعلقات میں سردمہری بڑھتی جائے گی۔ اگر ایسا ہوتا ہے تو اس کا مطلب یہ ہے کہ امریکی صدر بائیڈن کی جانب سے روسی صدر پوٹن کے ساتھ سربراہی ملاقات کی پیش رفت نے روس اور چین کے درمیان قربت کی راہیں مسدود کردیں ہیں۔ اسی طرح روس کو چین پر دباؤ ڈالنے کی راہ پر ڈال دیا گیا ہے اگر چہ یہ کیسنجر تھیوری کے مطابق امریکی توقعات سے کم درجے کا ہے۔ اگر یہ نہ ہوسکا اور پوٹین کی قیادت میں روس کے اندر سرکشی جاری رہی تو اس بات کی توقع ہے کہ بائیڈن انتظامیہ روس پر دباؤ کو دگناکردے گی اور قفقاز کے گرد آگ کی پٹی سے اس کو دھمکائے گی، آ ذربیجان آرمینیا تنازعے پھر یوکرائن تنازعے کو ہوادے گی اور مغر ب اپنی سرزمین کو ایک کرنے کےلیے یوکرائن کی حمایت کرے گا۔۔۔
یوں یہ سرکش ریاستیں اور ان کا سرغنہ امریکہ انسانوں کے فائدے کا نہیں سوچتے بلکہ صرف اپنے مفادات کا سوچتے ہیں چاہے اس کے لیے لوگوں کو قتل کرنا پڑے۔
﴿أُوْلَـئِكَ شَرٌّ مَّكَاناً وَأَضَلُّ عَن سَوَاء السَّبِيلِ﴾
