نعمان بن بشیر ؓ سے روایت ہے ، نبی ﷺ نے ارشاد فرمایا: ’’((مَثَلُ القَائِم في حُدُودِ اللَّه والْوَاقِع فيها ، كَمثل قَومٍ اسْتَهَموا على سَفِينَةٍ ، فَأَصابَ بَعْضُهم أعْلاهَا ، وبعضُهم أَسْفلَهَا ، فكان الذي في أَسفلها إذا استَقَوْا من الماء مَرُّوا على مَنْ فَوقَهمْ ، فقالوا لو أنا خَرَقْنا في نَصِيبِنَا خَرقا ولَمْ نُؤذِ مَنْ فَوقَنا ؟ فإن تَرَكُوهُمْ وما أَرَادوا هَلَكوا وهلكوا جَميعا ، وإنْ أخذُوا على أيديِهِمْ نَجَوْا ونَجَوْا جَميعا)) "جو لوگ اللہ کی حدودکو قائم کرتے ہیں اوروہ جو اِن حدود سے تجاوز کرتے ہیں، اُن کی مثال ایسی ہے جیسے کہ کچھ لوگ کشتی میں سوار ہوئے اور وہ آپس میں قرعہ اندازی کریں، کچھ افراد کے نام کشتی کا بالائی حصہ نکلے اور کچھ افراد کے نام کشتی کا نچلا حصہ،نچلے حصہ میں سوار افرادکوپانی حاصل کرنے کےلئے اوپر والے حصہ سے گزرنا پڑتا ہے لہٰذا وہ آپس میں کہتے ہیں کیوں نہ ہم نچلے حصہ میں ہی ایک سوراخ کرلیں اور یہیں سے پانی حاصل کیاکریں تاکہ اوپر والوں کو کوئی دِقّت نہ ہو؟،تو اگر اوپروالے لوگوں نے اِنہیں چھوڑ دیا اور ایسا کرنے دیا تو کشتی مع تمام سواریوں کے ڈوب جائیگی ،البتّہ اگروہ اِنہیں ایسا کرنے سے روک دیں تو کشتی کے تمام سوار بچ جائیں گے”(بخاری)۔
یہ حدیث ایک جامع معنی و مفہوم کی حامل اور امر بالمعروف ونہی عن المنکر کے تعلق سے ایک وسیع باب فراہم کرنے کے ساتھ ساتھ معاشرے کی صورتِ حال کی عکاسی بھی کرتی ہے، جس میں عموماً گناہوں کا ارتکاب ہو جاتاہے۔ یہ حدیث واضح کرتی ہے کہ معاشرے کی کشتی صرف اسی صورت سلامت رہ سکتی ہے اگر پورا معاشرہ اللہ سبحانہ وتعالیٰ کے احکامات پرثابت قدمی کے ساتھ عمل پیرا ہو۔ یہ کشتی استقامت سے نجات پاتی ہے اور معصیت اور اللہ سبحانہ وتعالی کے احکامات کی خلاف ورزیوں سے ڈوب جاتی ہے،یہ حدیث اس بات کی طرف اشارہ کرتی ہے کہ اسلامی معاشرے کے لیے ایک سلطان (اتھارٹی) کی ضرورت ہےجو اللہ سبحانہ وتعالی کے اوامر اور اس کی حدود کو قائم کرے اور اُن کے ذریعے معاشرے کی نگرانی کرے۔
پس آنحضرتﷺ کا یہ فرمانا: (القائم فی حدود اللہ) ،”اللہ کے حدود کو قائم کرنے والا”، گویا کشتی چلانے والا ہے،جو اللہ کی حدود کی حفاظت اور دفاع کرکے معاشرے کے تمام اچھے برے لوگوں کی زندگیوں کو محفوظ بناتا ہے، وہ امر بالمعروف ونہی عن المنکر کے ذریعے ہر بیوقوف کو کشتی میں سوراخ کرنے اور اس کو غرق کردینے سے روکتا ہے ، یہ مستقل انداز میں صرف ایک خلیفہ کےذریعے ہی ہوسکتا ہے جو رسول اللہ ﷺ نے اپنے اس قول میں بتلایا ہے کہ (الامام جُنَّۃ)،” امام ایک ڈھال ہے”(مسلم)۔
آپ ﷺ کا یہ ارشاد کہ: (الواقع فیھا)،”ان سے تجاوز کرنے والا”، اس سے مراد وہ شخص ہے جو اللہ عز وجل کی حدود کو پامال کرتا ہے،حرام عمل کرتا ہے، اپنی خواہشات پر چلتا ہے، اور اس خلاف ورزی پر دلیری دکھاتا ہے۔
آپ ﷺ کا یہ ارشاد: ((كمثل قوم استهموا على سفينة؛ فأصاب بعضهم أعلاها وبعضهم أسفلها)) ،” جیسے کچھ لوگ جو ایک کشتی پرآپس میں قرعہ اندازی کریں ، چنانچہ بعض کے نام کشتی کا بالائی حصہ نکلے اور بعض کے نام نچلا حصہ”۔ یہ الفاظ معاشرے کی ساخت سے متعلق تصویر کشی کرتے ہیں، یعنی جو معنی رسول اللہ ﷺ سمجھانا چاہتے ہیں ،اس معنی کو انسانی ذہن کےسامنےلاکھڑا کردیتے ہیں، اس مثال کو اسلام کیلئے کام کرنے والے حاملینِ دعوت بہترین طور پر سمجھتے ہیں، اس میں لفظ (استھام) کے معنی ہیں: کشتی میں سوار ہونے والے آپس میں قرعہ اندازی کریں،(یعنی معاشرے کی کشتی)۔ اس کشتی کی دو منزلیں ہیں، چنانچہ وہ قرعہ ڈال دیتے ہیں اور ان کے حصے نکل آتے ہیں۔ ایک فریق اوپر والی منزل میں اور دوسرا نچلی میں ،یعنی بعض کا حق اوپر کے حصے میں اوربعض کا نچلے حصے میں ہوجاتاہے۔
آپ ﷺ کا ارشاد: ((وكان الذين في أسفلها إذا استقوا من الماء مروا على من فوقهم، فقالوا: لو أنا خرقنا في نصيبنا خرقًا ولم نؤذِ مَن فوقنا))،’’ نچلے حصے میں سوار افرادکوپانی حاصل کرنے کےلئے اوپر والے حصے سے گزرنا پڑتا ہے لہٰذا وہ آپس میں کہتے ہیں؛ کیوں نہ ہم نچلے حصے میں ہی ایک سوراخ کرلیں اور یہیں سے پانی حاصل کیاکریں تاکہ اوپر کےحصے والوں کو کوئی دِقّت نہ ہو‘‘ ۔ یعنی نچلے حصے کے لوگوں کو سمندر کا پانی حاصل کرنے کے لیے کشتی کی بالائی منزل پر چڑھ کر جانا پڑتا ہے، چنانچہ وہ آپس میں کہتے ہیں کہ اوپر والے لوگ ہماری وجہ سے مشقت اٹھاتے ہیں ، ان کو ہم نے مشغول کیے رکھا ہے، بار بار اوپر جانے سے ان کے لیے تنگی پیدا ہوتی ہے، چنانچہ اس مسئلے کے حل کے طور پر وہ یہ تجویز رکھ دیتے ہیں کہ کیوں نہ ہم اپنے حصے میں ایک سورخ کرلیں، تاکہ سمندر سے براہ راست پانی لے سکیں گے ،تو کیا اوپر والوں کو صرف اس وجہ سے انہیں ایساکرنے دینا چاہیے ، کیونکہ وہ پانی لینے کے اپنے حق کو استعمال کر رہے ہیں، اور وسائل یا اسالیب کے استعمال میں آزادہیں؟ کیا ایسا ہونا چاہیے؟
آپ ﷺ کا قول ((فإن تركوهم وما أرادوا هلكوا جميعًا، وإن أخذوا على أيديهم نجَوا ونجَوا جميعًا))،” تو اگر اوپروالے لوگوں نے اِنہیں چھوڑ دیا اور ایسا کرنے دیا تو کشتی مع تمام سواریوں کے ڈوب جائیگی ،البتّہ اگروہ اِنہیں ایسا کرنے سے روک دیں تو کشتی کے تمام سوار بچ جائیں گے”، یعنی اگر اوپرکی منزل والے ان کو یہ کام کرنے دے، تو کشتی کے اندر پانی چلا جائے گا، یوں سب ڈوب جائیں گے۔ لیکن اگر انہوں نے ان کو روکا اور ان کو منع کیا تو سب بچ جائیں گے۔ یعنی اللہ سبحانہ وتعالیٰ کی حدود کی بے حرمتی کرنے والا گناہ گار انسان جو کھلم کھلا معصیت کرتا ہو، اور لوگوں کی آنکھوں کے سامنے منکر ات کرتا ہو،لوگوں کو اس کے ساتھ کیسا رویہ رکھنا چاہیے ؟ کیا اس دلیل کی بنیاد پر کہ وہ جو چاہے کرنے کا حق اور آزادی رکھتا ہے، کیا لوگ اسے ایسا کرنے دیں ،یہاں تک کہ پورا معاشرہ ہی غرق ہو جائے؟ اس کا جواب ہر عاقل شخص کیلئے واضح ہے،پس ایسے ہر ظالم کا ہاتھ روکنا ضروری ہے۔
یہ حدیث جامع الفاظ پر مشتمل ہے جن میں کئی بیش قیمت موتی موجود ہیں:
بلا شبہ رسول اللہ ﷺ نے کشتی میں سوار لوگوں کو غربت و امارت یا نسل اور حسب و نسب کے اعتبار سے تقسیم نہیں کیا، بالکل نہیں، بلکہ اس حدیث میں اگر ایک دوسرے پر فضیلت کی بات آئی ہے تو یہ دو قسم کے لوگوں کے درمیان آئی ہے: یعنی (القائم فی حدود اللہ)،”وہ جو اللہ کی حدود کو قائم کرتا ہے”،یعنی جو اللہ کی شریعت کا نفاذ کرنے والا ہو ،جو اللہ کی ہدایت سے روشنی حاصل کرتا ہے۔ اور دوسرا،(الواقع فیھا) ،”جو ان (حدود) سے تجاوز کرتا ہو”،یعنی جو اللہ کے دین کی خلاف ورزی کرتا ہے، اور حرام میں پڑتا ہے۔ تو حقیقی طاقت دنیاوی ساز وسامان سے حاصل کی جاسکتی نہ ہی اُن دنیاوی اقدار سے جو اللہ سے کٹی ہوئی ہوں،حقیقی قوت اللہ سے حاصل ہوتی ہے،اللہ سبحانہ وتعالیٰ پر ایمان سے حاصل ہوتی ہے اور اس ایمان پر فخر کرنے سے حاصل ہوتی ہے،جیسے اللہ سبحانہ تعالیٰ نے فرمایا ہے:﴿وَلَا تَهِنُواْ وَلَا تَحۡزَنُواْ وَأَنتُمُ ٱلۡأَعۡلَوۡنَ إِن كُنتُم مُّؤۡمِنِينَ﴾’’سست مت ہو،نہ غمگین ہواور تم ہی سر بلند ہوں گے، بشرطیکہ تم مومن ہو‘‘(آلِ عمران-139)۔ پس ایمان اور اللہ کے اوامر کی تعمیل ہی ’’ بلندی‘‘ کا سر چشمہ ہے ۔
یہ حدیث واضح کرتی ہے کہ اسلامی معاشرہ کاتمام شرعی احکامات کےنظام کی تنفیذ پر مبنی ہونا فرض ہے،اورمعاشرہ صرف شرعی احکامات کی ہی تنفیذ کرے ،دیگر کفریہ نظاموں کی نہیں، تاکہ معاشرہ ہلاکت سے بچ سکے، یہی مسلمانوں کی کشتی کی حقیقت ہے کہ اسے کیسا ہونا چاہئے۔
حدیث سے معلوم ہوتا ہے کہ کشتی کے لیے کشتی چلانے والے کی ضرورت ہوتی ہے،جسے کشتی چلانا آتا ہو، یہ بطور تشبیہ کے ہے ، یعنی معاشرے کے لیے ایسے شخص کی ضرورت ہے جس کے پاس حدود اللہ کی خلاف ورزی کرنے والوں کو منع کرنے اور ان کا ہاتھ روکنے کا اختیار ہو ، جس کا مطلب ہے کہ اسلامی ریاست کے وجود سے چارہ کار نہیں۔
بلا شبہ معصیت جب کھل کر کی جائے تو یہ کرنے والے اور نہ کرنے والے دونوں کے لیے ضرر رساں ثابت ہوتی ہے، آخرت میں بھی ان کے لیے نقصان اور دنیا میں بھی زیاں کا باعث بنتی ہے۔ اللہ تعالیٰ نے فرمایا ہے: ﴿وَٱتَّقُواْ فِتۡنَةٗ لَّا تُصِيبَنَّ ٱلَّذِينَ ظَلَمُواْ مِنكُمۡ خَآصَّةٗۖ وَٱعۡلَمُوٓاْ أَنَّ ٱللَّهَ شَدِيدُ ٱلۡعِقَابِ﴾” اور ڈرو اس وبال سے جو تم میں سے صرف ان لوگوں پر نہیں پڑے گا جنہوں نے ظلم کیا ہوگا۔ اور جان رکھو کہ اللہ تعالیٰ کا عذاب بڑا سخت ہے”(الأنفال: 25)۔
حدیث سمجھاتی ہے کہ مسلمان پر لازم ہے کہ وہ اپنے آپ کو شہوتوں میں بہہ کر بھٹکنے نہ دے، بلکہ اس پر لازم ہے کہ اپنی اور دوسرے لوگوں کی نجات کا حریص ہوکر اپنے ہر ہر قدم کو حساب کے ساتھ اٹھا ئےاور ہر حرکت میں احتیاط کرے۔
بلا شبہ سارا معاشرہ ایک کشتی کی طرح ہے، جس میں نیک اور برے ، بیدار اور غافل سب سوار ہوتے ہیں ،اور یہ کشتی ان سب کو اٹھا کے ان کی منزل کی طرف لیے چلتی ہے، یہ کشتی اللہ کی حدود کی حفاظت کرنے والوں کی وجہ سے درست رہتی ہے اور معصیت اور نافرمانیوں سے اس میں اضطراب اور بے چینی پیدا ہوتی ہے۔
حدیث سمجھاتی ہے کہ کشتی کا یہ زندگی کا سفر جاری ہے اور اس کی ایک منزل ہے جس کی طرف یہ رواں دواں ہے، یقینا ًاس کے لیے بالآخر کسی خشکی کی ضرورت بھی ہے جہاں یہ لنگر انداز ہوسکے، کیونکہ اس کیلئے یہ ممکن نہیں کہ اسی طرح مسلسل سمندر کے سینے پر رہ کر اسی کو اپنا مسکن بنائے رکھے۔یہ اس بات کی طرف اشارہ ہے کہ معاشرے کا ایک مقصد ہونا بھی ضروری ہے جس کے حصول کے لیے وہ تگ و دو کرے۔ اضطراب کا انجام بالآخر دنیا و آخرت میں تباہی و بربادی ہے، اور استقامت کا انجام دنیا و آخرت میں نجات ہے، پہلی حالت والے اپنے آپ کو جہنم میں دھکیل دینے والے ہیں کیونکہ وہ اللہ کی حدود کی خلاف ورزی کرنے والے ہیں اور دوسری حالت والے اپنے آپ کو جنت میں لے جاکر اپنے آپ کو آگ سے آزادی دلانے والے ہیں، کیونکہ وہ اللہ کی حدود پر قائم ہیں۔
یقینا دیگر احادیث بھی اس حدیث کی تائید میں آئی ہیں،جو اس کے مضمون کے موافق ہیں اور اس کی توثیق کرتی ہیں ، پس نبی ﷺ سے جب زینب بنت ابی سلمہؓ نے پوچھا: "کیا ہم ہلاک ہوسکتے ہیں جبکہ ہمارےدرمیان نیک لوگ بھی موجود ہوں”؟ رسول اللہ ﷺ نے جواب دیا: (نَعَمْ إِذَا كَثُرَ الْخَبَثُ) "ہاں، جب خباثت غالب ہوجائے”(مسلم)۔ یعنی جب فساد عام ہو جائے اور منکرات بڑھ جائیں، کیونکہ یہ معاشرے کی ہلاکت کی علامت ہے، ابوبکر صدیق ؓ کو دیکھیے کہ انھوں نے اللہ تعالیٰ کے اس قول ﴿ يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ عَلَيۡكُمۡ أَنفُسَكُمۡۖ لَا يَضُرُّكُم مَّن ضَلَّ إِذَا ٱهۡتَدَيۡتُمۡۚ﴾” اے ایمان والو! تم اپنی فکر کرو ،اگر تم صحیح راستے پر ہوگے تو جو لوگ گمراہ ہیں وہ تمہیں نقصان نہیں پہنچاسکتے"(المائدة: 105)،کی کیسی تفسیر کی ہے اورکس طرح مسلمانوں کو تنبیہ کی ہے ۔ پس اس آیت کی تفسیر کرتے ہوئے ابوبکر ؓ نے فرمایا: ’’ لوگو! تم یہ آیت پڑھتے ہو،اور میں نے رسول اللہ ﷺ کو یہ فرماتےسنا کہ ،( إِنَّ النَّاسَ إِذَا رَأَوْا الظَّالِمَ فَلَمْ يَأْخُذُوا عَلَى يَدَيْهِ أَوْشَكَ أَنْ يَعُمَّهُمْ اللَّهُ بِعِقَابِهِ)” جب لوگ ظالم کو(ظلم کرتا ہوا) دیکھ لیں اور وہ اس کا ہاتھ نہ روکیں، توعنقریب اللہ تعالیٰ اپنی طرف سے سب پر عذاب بھیج دے گا”۔ اس حدیث کو ابو داؤداور ترمذی نے روایت کیا۔
اسی طرح رسول اللہ ﷺ نے فرمایا🙁 إذا رایت أمتي تھاب فلا تقول للظالم يا ظالم فقد تودع منھم)”جب تم دیکھو کہ میری امت کے لوگوں نے مارے خوف کے ظالم کو ظالم کہنا چھوڑدیا ہے تو انہیں چھوڑ دو (کہ ان میں کوئی خیر باقی نہیں)”(احمد، مستدرک حاکم، طبرانی )۔ اوررسول اللہ ﷺ کا یہ ارشاد(لَتَأْمُرُنَّ بِالْمَعْرُوفِ، وَلَتَنْهَوُنَّ عَنِ الْمُنْكَرِ، أَوْ لَيُسَلِّطَنَّ اللَّهُ عَلَيْكُمْ شِرَارَكُمْ، ثُمَّ يَدْعُو خِيَارُكُمْ فَلا يُسْتَجَابُ لَكُمْ)”تم ضرور نیکیوں کا حکم کروگے اور برائیوں سے روکوگے، ورنہ اللہ تعالیٰ تم پر تمہارے برے لوگوں کو مسلط کردے گا، اور تمہارے اچھوں کا ساتھ دینا چھوڑ دے گا، پس ان کی دعائیں بھی قبول نہ ہوں گی”(طبرانی کی المعجم الکبیر)۔ اورایک حدیث قدسی میں رسول اللہ ﷺ نے ارشاد فرمایا🙁 مُرُوا بِالْمَعْرُوفِ ، وَانْهَوْا عَنِ الْمُنْكَرِ ، قَبْلَ أَنْ تَدْعُونِي ، فَلَا أُجِيبُكُمْ ، وَتَسْأَلُونِي فَلَا أُعْطِيكُمْ ، وَتَسْتَنْصِرُونِي فَلَا أَنْصُرُكُمْ)” نیکی کا حکم کرو اور برائی سے روکو ، قبل اس کے کہ تم پھر مجھے پکارو اور میں تمہاری دعا قبول نہ کروں اور تم مجھ سے مانگو اورمیں نہ دوں، اور تم مجھ مدد طلب کرو اورمیں تمہاری مدد نہ کروں”۔
یہ حدیث مبارک ان تمام افکار سے مکمل طور پر ٹکراتی ہے جن کو مغرب مسلمانوں کے درمیان رائج کرنے کی کوشش کررہاہے ، کہ ہر انسان آزاد ہے ،اور جو شخص معاشرے میں موجود بے راہ رویوں اور منکرات کو روکتا ہو اس کو یہ الزام دیتا ہے کہ وہ فضول کام میں لگا ہے، اور بلا وجہ لوگوں کے امور میں مداخلت کرتا ہے، ان کی ذاتی زندگی میں مداخلت کرتا ہے، وغیرہ۔جب منکرواضح ہو جائے تو اس کو بقدر وسعت روکنا استطاعت رکھنے والوں کیلئے ضروری ہے، ورنہ کشتی ڈوب جائے گی۔ پس معاشرے کے لیے امر بالمعروف ونہی عن المنکر کی صفت لازمی و ضروری ہے، یہ بات آج کل کے رائج افکار جیسے شخصی آزادی ،اظہارِ رائے کی آزادی ،آزادیٔ ملکیت اور اس کے علاوہ میل جول کی آزادی والےافکار کے بر عکس ہے جو انسان کو عزتوں کو پامال کرنے ، گناہ ، فسق و فجور اور کفر کی طرف دعوت دینے کی اجازت دیتے ہیں ، جس پر کوئی روک ٹوک بھی نہ ہو،کیونکہ مغرب ان کو ایک شخص کا حق سمجھتا ہے اور ایسا کرتے وقت اسے آئینی اورقانونی تحفظ حاصل ہوتا ہے۔یہ حدیث ایسے تمام افکار سے متصادم ہے۔
