…کے لیے راہ ہموار کرنے کی خطرناک سازش کو روکو

اسلام آباد میں ہونے والی سیکیورٹی کانفرنس سے خطاب کرتے ہوئے جنرل باجوہ نے محتاط لفظوں میں کشمیر، پاکستان ، بھارت اور خطے کے متعلق اپنی سوچ اور ارادوں کا اظہار کیا۔ 18 مارچ 2021 کی اس تقریر میں جنرل باجوہ نے کہا، ” بھارت اور پاکستان کے مستحکم تعلقات جنوبی اور وسطی ایشیا کی اُن صلاحیتوں کو کھولنے کی چابی ہیں، جن سے اب تک فائدہ نہیں اٹھایا گیا ۔۔۔اس مسئلے کی بڑی وجہ کشمیرکا تنازعہ ہے۔۔۔۔ ہم محسوس کرتے ہیں کہ اب وقت آگیا ہے کہ ماضی کو دفن کیا جائے اور آگے بڑھا جائے”۔ ہم اس سے پہلے پاکستان اورخطے کے متعلق جنرل مشرف کی سوچ اور ارادوں کے ہاتھوں شدید نقصان اٹھا چکے ہیں، لہٰذا یہ حیران کن بات نہیں کہ جنرل باجوہ کی سوچ اور ارادوں پرکڑے سوالات اٹھائے جارہے ہیں ۔ آخر ماضی کی وہ کونسی چیز ہے جس کو دفن کرنے کی خواہش کا اظہار کیا جا رہا ہے؟ وہ کون ہے جس کے لیے کشمیرکا تنازعہ ایک مسئلہ بنا ہوا ہے اور اُس کے لئے اِس سے نجات حاصل کرنا انتہائی ضروری ہوچکا ہے؟ کیا ہندو ریاست کو علاقائی طاقت کے طور پر اُبھرنے کا راستہ فراہم کرنے سے خطے میں امن اور خوشحالی آجائے گی ؟
جہاں تک ماضی کو دفن کرنے کی بات ہے، تو یہ وہ تابناک ماضی ہے جو کشمیر کے مسلمانوں کی اُس مزاحمت کا گواہ ہے ،جوانہوں نے کشمیر پربھارتی قبضے کے خلاف اور پاکستان سے الحاق کے لیے 1947 میں کی تھی۔ یہ وہ ماضی ہے کہ جس میں پاکستان کے قیام کے فوراًبعد اس کے بسنے والے مسلمان کشمیر کو آزاد کرانے کے لیے متحرک ہوئے اور اس کے ایک بڑے حصے کو آزاد کرانے میں کامیاب ہوگئے۔ اُس وقت سے لے کر آج تک اِن سات دہائیوں کے دوران کشمیر کے باقی حصے کو آزاد کرانے کے لیے ہزاروں مسلمان خوشی خوشی شہادت کو گلے لگاچکے ہیں۔ تو یہ کیسے ہو سکتا ہے کہ ہم اس شاندار ماضی کو بُھلا کر دفن کردیں، جو ایسے اعمال سے بھرا پڑا ہے جس سے اللہ سبحانہ و تعالیٰ خوش ہوتے ہیں؟
یقیناً مقبوضہ کشمیر کو ہندو ریاست کے ساتھ پُرامن تعلقات تلے دفن نہیں کیا جاسکتا کیونکہ یہ اللہ سبحانہ و تعالیٰ کا حکم ہے کہ مقبوضہ اسلامی سرزمینوں کو آزاد کرایا جائے۔ اللہ سبحانہ و تعالیٰ نے فرمایا،
﴿وَاقْتُلُوهُمْ حَيْثُ ثَقِفْتُمُوهُمْ وَأَخْرِجُوهُم مِّنْ حَيْثُ أَخْرَجُوكُمْ وَالْفِتْنَةُ أَشَدُّ مِنَ الْقَتْلِ﴾
"اور ان کو جہاں پاؤ قتل کرو ،اور جہاں سے انہوں نے تم کو نکالا ہےوہاں سے تم بھی ان کو نکال دو۔ اور فتنہ انگیزی قتل وخونریزی سے کہیں بڑھ کر ہے"(البقرۃ، 2:191)۔
ہم کیوں کشمیر کو دفن کردیں جبکہ ہماری اللہ سےڈرنے والی باصلاحیت افواج کو اگر ایک مخلص اسلامی قیادت کی رہنمائی میسر آجائے تو وہ اللہ کی نصرت اور ہماری بھر پورمددوحمایت اور دعاؤں کی بدولت مقبوضہ کشمیر کو آزاد کراسکتی ہیں۔
جہاں تک اُس مسئلے کا تعلق ہے کہ جس کی بڑی وجہ کشمیر کا تنازعہ ہے تو وہ یہ ہے کہ پاکستان اور ہندو ریاست کے درمیان یقینی اورپائیدار امن کا نہ ہونا اس وقت امریکا اور اس کے علاقائی اتحادی ہندو ریاست کے لیے ایک سنگین مسئلہ ہے۔ امریکا چاہتا ہے کہ پاکستان بھارت کے رستے سے ہٹ جائے اوراس کے علاقائی طاقت بن کر اُبھرنے میں کوئی رکاوٹ کھڑی نہ کرے تا کہ بھارت چین اور اسلامی نشاۃ ثانیہ دونوں کے خلاف کردار ادا کرسکے۔
لہٰذا،امریکا مقبوضہ کشمیر کو دفن کرنے کا مطالبہ کررہا ہے تا کہ ہندوریاست بیک وقت دو محاذوں پر جنگ کا سامنا کرنے کےخوفناک امکان سے بے فکر ہوجائے۔ یقیناً، لائن آف کنٹرول پر جارحانہ کاروائیو ں کو روکنے کا معاہدہ ایک ایسے وقت طے پا یاجس نے ہندو ریاست کو سکھ کا سانس فراہم کیا، کیونکہ چین کی سرحد پرمحاذ گرم ہے اور بھارت کوخدشہ لاحق تھا کہ کہیں پاکستان مقبوضہ کشمیر کو آزاد کرانے کے لیے کوئی اقدام نہ اٹھا لے۔ لیکن اس کے برخلاف جنرل باجوہ کی جانب سے سیز فائر کی یقین دہانی کے نتیجے میں کئی دہائیوں بعد یہ پہلی بار ہوا کہ بھارت نے اپنی پہلی اسٹرائیک کور پاکستان کی سرحد سے ہٹا کر چین کی سرحد پر منتقل کردی، جبکہ یہ معاہدہ مقبوضہ کشمیر اور بھارت میں بسنے والےمسلمانوں پر ہونے والے مظالم میں کسی کمی کا باعث نہیں بنا۔
جنرل مشرف کی مانند جنرل باجوہ بھی ہندو ریاست کے ساتھ پائیدار پرامن تعلقات کے قیام کا پختہ ارادہ رکھتا ہے تا کہ اسے خطے کی علاقائی طاقت بننے میں سہولت فراہم کی جائے جبکہ ہندوریاست کسی طور پر اس کی حق دار نہیں ہے۔تعصب میں ڈوبی ہندو حکمران اشرافیہ نچلی ذات کے ہندوؤں اوراپنے اقتدار تلے رہنے والےاور اقتدار سے باہر رہنےوالے مسلمانوں کو انصاف فراہم کرنے کی صلاحیت ہی نہیں رکھتی ۔ یقیناً یہ ہندو اشرافیہ کا تعصب ہی تھا جس نے ہمارے آباؤاجداد کو اس بات پر مجبورکیا کہ وہ اسلام کے نام پر الگ ریاست کے قیام کے لیے جدوجہد کریں۔اس کے علاوہ ، ہندو مذہب کوئی مکمل ضابطۂ حیات نہیں ہے ، اس لیے ہندو مت کے پیروکاروں کے پاس اس کے علاوہ کوئی راستہ نہیں کہ وہ اُسی سرمایہ دارنہ استعماری آرڈر کی پیروی کریں جودولت کو مقامی حکمران اشرافیہ اور استعماری طاقتوں کے ہاتھوں میں جمع کر دیتا ہےجبکہ پوری دنیا میں عوام کی بڑی تعداد معاشی بدحالی اور شدید غربت کا شکار ہوجاتی ہے۔ ہندو ریاست کو مراعات دینے سے دودھ اور شہد کی نہریں نہیں بہنے لگیں گی بلکہ ہندو ریاست کی حوصلہ افزائی ہو گی کہ وہ اپنی تباہ کن کارروائیوں کے ذریعے پورے خطے کو نااُمیدی کےاندھیروں میں دھکیل دے ۔
ان تمام وجوہات سے بڑھ کر یہ کہ اللہ سبحانہ و تعالیٰ نے ہمیں ان لوگوں سے قربت اختیار کرنے سے منع فرمایا ہے جو ہمارے دین کی وجہ سے ہم سے لڑتے ہیں اور ہم سے لڑنے کے لیے دوسروں کی حوصلہ افزائی کرتے ہیں۔ اللہ سبحانہ و تعالیٰ نے فرمایا،
﴿إِنَّمَا يَنْهَاكُمْ اللَّهُ عَنْ الَّذِينَ قَاتَلُوكُمْ فِي الدِّينِ وَأَخْرَجُوكُمْ مِنْ دِيَارِكُمْ وَظَاهَرُوا عَلَى إِخْرَاجِكُمْ أَنْ تَوَلَّوْهُمْ وَمَنْ يَتَوَلَّهُمْ فَأُوْلَئِكَ هُمْ الظَّالِمُونَ﴾
"اللہ انہی لوگوں کے ساتھ دوستی کرنے سےتم کو منع کرتا ہے جنہوں نے تم سے دین کی وجہ سے لڑائی کی اور تم کو تمہارے گھروں سے نکالا اور تمہارے نکالنے میں اوروں کی مدد کی۔ تو جو لوگ ایسوں سے دوستی کریں گے وہی ظالم ہیں"(سورۃمحمد،60:9)۔
اے پاکستان کے مخلص مسلمانو! بشمول مسلمانانِ کشمیر!
ہمیں خطے سے متعلق جنرل باجوہ کی غلط سوچ اور ارادوں کو لازمی مسترد کرنا ہے، بالکل ویسے ہی جیسے آپ نے اس سے پہلے جنرل مشرف کی غلط سوچ اور ارادوں کو مسترد کیا تھا۔ ہم کیوں باطل اور گمراہی پر قائم ہندوؤں کی خاطر اپنے دین کی خلاف ورزی کریں اوراپنی حرمتوں کا سودا کریں؟ ہم معزز امت ہیں جو ایک زبردست میراث کی حامل ہے۔ یہ اس خطے کی اسلامی میراث ہے جس کی ابتداء خلافت راشدہ کے وقت سے ہوئی اور برصغیر پاک وہند پر اسلام کا مکمل غلبہ اس کا وقتِ عروج تھا۔ یہ برصغیر پاک و ہندپراسلام کی بنیاد پر حکمرانی کا دور تھا جب اس کی معیشت کا حجم پوری دنیا کی معیشت کا 23 فیصدتھا اوریہ اس وقت کے یورپ کی کُل معیشت کے برابر تھی، اور1700 عیسوی میں اورنگ زیب عالمگیر کے عہد میں اس خطے کی معیشت دنیا کی کل معیشت کا 27 فیصدہو گئی۔ صدیوں تک اسلام کی حکمرانی نے اس خطے کے لوگوں کے امن و تحفظ اور خوشحالی کو رنگ،نسل اور مذہب کے امتیاز کے بغیر یقینی بنایا جس کی وجہ سے ہندوؤں سمیت تمام باشندے ریاست سے وفادار رہے۔ یقیناً اسلامی دور ایک سنہری دور تھا جس نے اپنی روشنی سے باقی دنیا کو بھی منور کیاجس کے نتیجے میں لالچی استعماری طاقتیں اِس کی خوشحالی کی طرف متوجہ ہوئیں، انہوں نے یہاں تفرقہ وتقسیم کے بیج بوئے اور یہاں کے لوگوں پراپنی حکمرانی کو یقینی بنایا۔
ہمارے لیے یہ کسی بھی طرح جائز نہیں کہ ہم بیمار اور کمزورپڑتے امریکا کے مفادات کی تکمیل کے لیے ہندو ریاست کوطاقتور بنانے کی راہ ہموار کریں۔ ہمارے لیے کسی بھی صورت یہ جائز نہیں کہ ہم اسلامی خلافت کے قیام کی راہ ہموار کرنے کی جگہ کسی دوسرے نظامِ حکومت یا علاقائی آرڈر کے قیام کے لیے اپنی توانائیاں خرچ کریں۔ خلافت کے قیام کے علاوہ کوئی معاملہ اللہ سبحانہ و تعالیٰ کو راضی نہیں کرے گا، نہ ہی ہمیں اللہ سبحانہ و تعالیٰ کی مدد و نصرت کا حق دار بنائے گا اور نہ ہی رسول اللہ ﷺ کی بشارتوں کو پورا کرنے کا باعث بنے گا۔ رسول اللہ ﷺ نے فرمایا،
«ثُمَّ تَكُونُ مُلْكًا جَبْرِيَّةً فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ ثُمَّ سَكَتَ»
"پھر جبر کی حکمرانی ہو گی اور اُس وقت تک رہے گی جب تک اللہ چاہے گا، پھر اللہ جب چاہے گا اسے ختم کردے گا۔ پھر اس کے بعد نبوت کے نقش قدم پر خلافت ہوگی،اس کے بعد آپﷺ خاموش ہوگئے” (مسنداحمد)۔
لہٰذا آئیں ، آگے بڑھیں کہ یہ رمضان خلافت کے دوبارہ قیام ، مقبوضہ کشمیر کی آزادی اور اسلام کی بالادستی کی بحالی کے لیے ہماری جدوجہد کا گواہ بن جائے۔
اے افواج پاکستان میں موجود مسلمانو، سعد بن معاذؓ کے جانشین بیٹو!
اسلام کے پہلے فوجی کمانڈر، رسول اللہﷺ، کے نقش قدم پر چلو، جنہوں نے یہ فرمایا،
لَا طَاعَةَ لِمَخْلُوقٍ فِي مَعْصِيَةِ اللَّهِ عَزَّ وَجَلَّ
"اللہ عز و جل کی نافرمانی کرتے ہوئے کسی مخلوق کی اطاعت نہیں کی جا سکتی”(احمد)۔
یقیناً اگر آپ آج کے مشرف -جنرل باجوہ- کے حکموں کو پورا کریں گےجو اللہ ربِ کائنات کی نافرمانی پر مبنی ہیں تو اللہ عزو جل قیامت کے دن آپ کے عذر کو قبول نہیں کرے گا۔ پس آپ وہ راستہ اپنائیں جو رسول اللہ ﷺ کے دور میں آپ کے بھائیوں، انصارکے جنگجوؤں ،نے اپنایا تھا۔ انصارِ مدینہ نے نُصرۃ دے کر اسلام کو ایک ریاست کی شکل میں نافذ کیا اور انہوں نے عبداللہ بن اُبی کو اس بات سے روک دیا کہ وہ اپنی گمراہ کن قیادت اور حکمرانی قائم کر سکے۔
آپ پر لازم ہے کہ آپ انصار کے فوجی کمانڈر سعد بن معاذؓ جیسے بن جائیں۔ بدر کی لڑائی سے قبل، 2 ہجری کے رمضان میں جب رسول اللہﷺنے ان سے مشورہ مانگا توسعد بن معاذؓ نے جواب دیا،
فوالذي بعثك بالحق، إن استعرضت بنا هذا البحر فخضته لخضناه معك، ما يتخلّف منا رجلٌ واحدٌ، وما نكره أن تلقى بنا عدونا غداً، إنّا لصُبُرٌ في الحرب، صُدُقٌ عند اللقاء، ولعل الله يريك منا ما تقرّ به عينك، فَسِر بنا على بركة الله"
اللہ کی قسم! جس نے آپ کو حق کے ساتھ بھیجا ہے، اگر آپ ہمیں ساتھ لے کر اس سمندر میں کودنا چاہیں تو ہم بھی آپ کے ساتھ کود پڑیں گے اور ہم میں سے کوئی ایک شخص بھی پیچھے نہیں رہے گا۔ہم دشمن کا مقابلہ کرنے کو ناپسند نہیں کرتے ۔ہم جنگ میں تجربہ کار ہیں اور لڑائی میں قابلِ اعتماد ہیں۔ممکن ہے اللہ آپ کو ہمارا وہ جوہر دکھلائے جس سے آپ کی آنکھیں ٹھنڈی ہوجائیں۔اللہ کی رحمت کے ساتھ آپ ہمیں میدانِ جنگ کی طرف لے چلیں”۔
کیا فوج کے کسی فرزند کے لیے اس سے بہتر کوئی تمنا ہو سکتی ہے کہ اسے سعد بن معاذؓ جیسی باسعادت زندگی اور ان جیسی ہی اعلیٰ موت حاصل ہو جائے، جنہوں نے اسلام کو نظامِ حکمرانی اور ریاست کے طور پر قائم کرنے کے لیے نُصرة فراہم کی تھی اور پھر غزوۂ بدر میں دشمن کو شکست دینے میں اہم کردار ادا کیا تھا؟ اُن سے بہتر زندگی کیا ہو گی کہ اللہ سبحانہ و تعالیٰ نے آسمان سے فرشتوں کو سعد بن معاذؓ کے جنازے میں شرکت کے لیے نازل کیا؟ رسول اللہﷺ نے سعد بن معاذؓ کے جنازے کے متعلق خبر دی،«إِنَّ الْمَلَائِكَةَ كَانَتْ تَحْمِلُهُ»”فرشتے اسے اٹھائے ہوئے تھے“ (ترمذی)۔ کیسے کسی کی زندگی اُن سے بہتر ہو سکتی ہے کہ اللہ سبحانہ و تعالیٰ کا عرش سعد بن معاذؓ کی روح کے استقبال کی خوشی میں کانپ اٹھا؟ جب سعدؓ کی وفات ہوئی اور ان کی والدہ رونے لگیں تو رسول اللہ ﷺ نے اُن سے فرمایا،
«لِيَرْقَأْ – لينقطع – دَمْعُكِ وَيَذْهَبْ حُزْنُكِ لِأَنَّ ابْنَكِ أَوَّلُ مَنْ ضَحِكَ اللَّهُ إِلَيْهِ وَاهْتَزَّ لَهُ الْعَرْشُ»
"آپ کے آنسو تھم جائیں اور آپ کا غم ہلکا ہوجائے اگر آپ یہ جان لیں کہ آپ کا بیٹا وہ پہلا شخص ہے جس کے لیے اللہ مسکرائے اور اللہ کا عرش اُن کے لیے کانپ اٹھا” (طبرانی)۔
آگے بڑھیں کہ یہ رمضان خلافت کے دوبارہ قیام کے لئے آپ کی نُصرۃ کا گواہ بن جائے ، اوراس کے بعد آپ فتح یا شہادت کے حصول کے لیے اسلام کےدشمنوں کا مقابلہ کرنے کے لیےمیدانِ جنگ کا رُخ کریں!
