﴿يَسْأَلُونَكَ مَاذَا يُنفِقُونَ قُلْ مَا أَنفَقْتُمْ مِنْ خَيْرٍ فَلِلْوَالِدَيْنِ وَالأَقْرَبِينَ وَالْيَتَامَى وَالْمَسَاكِينِ وَابْنِ السَّبِيلِ وَمَا تَفْعَلُوا مِنْ خَيْرٍ فَإِنَّ اللَّهَ بِهِ عَلِيمٌ﴾ (البقرة : 215)
"لوگ آپ سے پوچھتے ہیں کہ وہ (اللہ کی خوشنودی کے لیے) کیا خرچ کریں؟ آپ کہہ دیجیے کہ جو مال بھی تم خرچ کرو وہ والدین، قریبی رشتہ داروں، یتیموں ، مسکینوں اور مسافروں کے لیے ہونا چاہیے۔ اور تم بھلائی کا جو کام بھی کرو، اللہ اُس سے پوری طرح باخبر ہے۔”(البقرۃ: 215)
اللہ سبحانہ و تعالیٰ نے اس سورت (البقرہ) میں خیر کی بہت سی باتوں کو جمع کر کے نازل کیا ہے ، اللہ سبحانہ وتعالیٰ نے اس سورت کی ابتدا میں مؤمنین ،کفار اور منافقین کا ذکر کیا ہے ،پھر یہود اور ان کی اپنی کتابوں میں تحریف اور اپنے انبیاء کی مخالفت،بعض کا اپنے انبیاء کو قتل کرنا ، باطل طریقے سے بحث مباحثہ کرنااور رسول اللہ ﷺ اور اہلِ ایمان کے خلاف ان کی سازشوں کا ذکر کیا ہے۔پھر عقیدہ اور اس سے متعلقہ بعض چیزوں کا ذکر کیا تاکہ مؤمن کو ایمان کی پختگی حاصل ہو اور وہ کفر اور اہل کفر کی چالوں کو سمجھنے والا ہو۔
اللہ سبحانہ و تعالیٰ نے اس کے بعد اسلامی عقیدے پر مبنی شرعی احکامات کی کچھ اقسام کا ذکر کیا۔ بیت اللہ شریف کا ذکر کیا، ابراہیم اور اسماعیل علیہما السلام کا اس کو تعمیر کرنا ،پھر قبلہ کا اس کی طرف تبدیل کر دینا اور اسی کو مقامِ حج مقرر کرنے کا ذکر کیا۔ پھر اللہ تعالیٰ نے روزے اور جہاد کا ذکر کیا اور اسلام کی طرف دعوت دینے سے متعلق کئی شرعی احکامات کا ذکر کیا ہے ۔حق و باطل کے درمیان سخت کشمکش اور لوگوں کے اپنے رسولوں کے ساتھ اختلافات،مومن جن بھاری آزمائشوں کا سامنا کرتا ہے ، اللہ کے راستے میں مشقتیں اٹھانے پر صبر کرنا اور بالآخر اللہ سبحانہ و تعالیٰ کی طرف سے مدد و نصرت اور جلدی فتح یابی کی نوید ،ان سب کا ذکر کیا ہے۔
ان سب کا اس لیے ذکر کیا تاکہ ایک مسلمان کا ایمان اور اس کے اعمال درست سمت میں ہوں ،نیکیوں کا حکم دینے والا اور برائیوں سے روکنے والا ہو،اورکسی کی مخالفت سے اسے کوئی نقصان نہ ہو۔رسول اللہ ﷺ نے فرمایا:
( لا تزال طائفۃ من امتی علی الحق ظاھرین لا یضرھم من خالفھم حتی یاتی امر اللہ وھم علیٰ ذالک)
"میری امت میں ایک گروہ ہمیشہ حق پر ہو کر غالب رہے گا ،ان کے مخالف ان کو نقصان نہیں پہنچا سکیں گے، یہ لوگ اسی حالت پر ہوں گے یہاں تک کہ اللہ کا فیصلہ آجائے (یعنی قیامت واقع ہوجائے)”،(بخاری :2884، مسلم:3544)
پس اللہ سبحانہ و تعالیٰ نے اس سے پہلے اسلامی عقیدہ اورپھر چند شرعی احکامات کو بیان کیا، اسی تناظر میں اس آیت کریمہ میں یہ سوال و جواب اور اس کے بعد اس عظیم قرآنی سورت میں وارد چند دیگر شرعی احکامات کے بارے میں سوالات کا ذکر ہوا ہے۔
مثلاً ابن عباسؓ سے روایت ہے کہ : حضرت عمرو بن جموحؓ نے رسول اللہ ﷺ سے مال خرچ کرنے کےبارے میں پوچھا، جبکہ وہ کافی عمر رسیدہ ہوچکے تھے اور ان کے پاس کافی مال تھا، اُنہوں نے عرض کیا: اے اللہ کے رسول ﷺ ! ہم اپنا مال کیسے خرچ کریں؟ تو یہ آیت نازل ہوئی، جس میں مندرجہ ذیل باتیں بتایں بتائی گئیں:
- آیت سے ظاہر ہوتا ہے کہ سوال خرچ کیے جانے والے مال کے بارے میں کیا گیا تھا، مگر اللہ سبحانہ وتعالیٰ نے جواب میں وہ لوگ ذکر کیے ہیں جن پر مال خرچ کیا جاتا ہے،اللہ تعالیٰ نے فرمایا: (قُلْ مَا أَنفَقْتُمْ مِنْ خَيْرٍ)"جو مال بھی خیر میں سے تم خرچ کرو”۔خیر یعنی حلال پاکیزہ مال میں سے، پھر بیان فرمایا کہ وہ کون لوگ ہیں جو زیادہ حقدار ہیں کہ ان پر خرچ کیا جائے،ان کا ذکر آیت کریمہ کے اس حصے میں کیا ہے(فَلِلْوَالِدَيْنِ وَالأَقْرَبِينَ وَالْيَتَامَى وَالْمَسَاكِينِ وَابْنِ السَّبِيلِ) "والدین ، رشتہ دار،مساکین اور مسافروں کے لیے”۔ اس آیت سے یہ دلیل معلوم ہوتی ہے کہ نفقہ(خرچ) کا اعتبار صرف اُس وقت ہوگا اور صرف اس وقت ہی قبول کیا جائے گا جب وہ درست جگہ کیا جائے یعنی مستحق لوگوں کو دیا جائے۔
- یہ آیت نفلی صدقات کے بارے میں ہے ،فرض صدقہ یعنیزکوٰۃ کے بارے میں نہیں۔ اس کا قرینہ ہے (قُلْ مَا أَنفَقْتُمْ مِنْ خَيْرٍ)"جو مال بھی خیر میں سے تم خرچ کرو” ۔یہ اس لیے کہ اللہ نے خرچ کرنے کو خرچ کرنے والے پر موقوف کیا ہے اور یہ نہیں کہا کہ (خیرمیں سے ایسے اورایسے خرچ کرو ) اگر یہ فرماتے تو فرض ہونے کا احتمال اس میں ہوسکتا تھا،بلکہ یہاں (مَا أَنفَقْتُمْ مِنْ خَيْرٍ فَلِلوَالِدَینِ)،” جو مال بھی خیر میں سے تم خرچ کرو،تو وہ والدین کیلئے ہے۔۔۔”، کے الفاظ آئے ہیں یعنی اگر تم خرچ کرنا چاہو تو وہ خیر میں سے ہو اور وہ والدین اور دیگر رشتہ داروں کو دیا جائے جن کا آیت میں ذکر ہے۔
اس کا مطلب ہے کہ خرچ کرنا ان لوگوں پر موقوف ہے کہ جو خرچ کر رہے ہیں اور یہ خرچ صدقہ ہے جو اللہ کے قرب کا باعث ہے پس یہاں خرچ مندوب ہوگا۔
آیتِ کریمہ کے اختتام میں تاکیداً کہا گیا ہے کہ (وَمَا تَفْعَلُوا مِنْ خَيْرٍ فَإِنَّ اللَّهَ بِهِ عَلِيمٌ)،”اور تم بھلائی کا جو کام بھی کرو، اللہ اُس سے پوری طرح باخبر ہے "،یہاں بھی لفظ (مَا) شرط کیلئے ہے،یعنی خرچ کرنا خرچ کرنے والے پر موقوف ہے، اس لیے زکوٰۃ والی آیت سے اس کے منسوخ ہونے کاقول اس پر وارد نہیں ہوتا ، لہٰذا یہ صدقہ کے بارے میں ہے،جبکہ زکوٰۃ والی آیت فرض انفاق کے بارے میں ہے۔
- یہ آیت کریمہ صدقے کی ترجیحات کا ذکر کرتی ہے۔اول یہ ہے کہ اسے خرچ کرنے میں والدین کو مقدم کیا جائے ،پھر خونی رشتہ داروں کو ، اس کے بعد قریبی رشتہ داروں کو وغیرہ۔ رسول اللہ ﷺ نے فرمایا: (( ان اللہ یوصیکم بامھاتکم ثم یوصیکم بآبائکم ثم الاقرب فالاقرب)) "بے شک اللہ تعالیٰ تمہیں اپنی ماؤں کے ساتھ حسن سلوک کا حکم دیتا ہے پھر اپنے باپوں کےساتھ پھر جو اِن کے بعد قریب ترین ہو، پھر ان کے بعد قریب ترین کے ساتھ”(ابنِ ماجہ)۔ رسول اللہ ﷺ سے پوچھا گیا کہ یا رسول اللہ ! میں کس کےساتھ بھلائی کروں؟ آپ ﷺ نے فرمایا: «أُمَّكَ وَأَبَاكَ وَأُخْتَكَ وَأَخَاكَ وَمَوْلاَكَ الَّذِي يَلِي ذَاكَ حَقٌّ وَاجِبٌ وَرَحِمٌ مَوْصُولَةٌ»،"اپنی والدہ، والد ، بہن ، بھائی اوروہ قریبی جو ان کے بعد ہو، یہ واجب حق ہے اور یہی صلہ رحمی ہے”(ابو داؤد:4474، ترمذی:2532) یعنی خونی رشتے دار ۔
ایک آدمی نے آپ ﷺ کے پاس آکر عرض کیا : میرے پاس ایک دینار ہے، آپ ﷺ نے فرمایا : «أَنْفِقْهُ عَلَى نَفْسِكَ»،” اس کو اپنے اوپر خرچ کرو”، پھر اس نے عرض کیا :میرے پاس دو دینار ہیں، فرمایا: «أَنْفِقْهُ عَلَى زَوْجَتِكَ»،”اپنی بیوی پر خرچ کرو” ، اس آدمی نے پھر عرض کیا:میرے پاس تین دینار ہیں، فرمایا : «أَنْفِقْهُ عَلَى خَادِمِكَ»،” اپنے خادم پر خرچ کرو”۔ اس نے پھرکہا:میرے پاس چار دینار ہیں، فرمایا : « أنفقها على والديك»،” اپنے والدین پر خرچ کرو”، اس نے پھرکہا :میرے پاس پانچ دینار ہیں،آپ ﷺ نے فرمایا : «أنفقها على قرابتك»،” اپنے قریبی رشتہ داروں پر خرچ کرو”۔ اس نے کہا :میرے پاس چھ دینار ہیں، ارشاد فرمایا: «أنفقها في سبيل الله تعالى»،” اللہ تعالیٰ کی راہ میں خرچ کرو”(احمد 369/3، ابنِ حبان 828، البیقہی 466/7 ،477)
اور جیسا کہ ایک حدیث میں آیا ہے
((الصدقۃ علی الفقیر صدقۃ وھی علی الرحم صلۃ و صدقۃ))
"فقیر پر صدقہ کے طور پر خرچ کرنا(صرف) صدقہ ہے اور اپنے قریبی رشتہ داروں پر خرچ کرنا صلہ رحمی بھی ہے اور صدقہ بھی”۔(النسائی2535، ابنِ ماجہ1834، احمد 17/4، 218)۔
والدین اور رشتہ داروں کے بعد صدقہ حاجت مندوں اور ضرورت مندوں کو دیا جائے گا ، ان میں بھی سب سے پہلے یتیم بچوں کا حق ہے ، یتیم وہ چھوٹا نابالغ بچہ ہوتا ہے جس کا باپ مرگیا ہو، پھر مساکین اور فقیروں کو دیا جائے جو یتیموں کے علاوہ ہوں۔ان کے بعد صدقہ اس کیلئے ہے جو اپنا ذریعۂ معاش کھو بیٹھا ہو۔ اس طرح خرچ میں ترجیحات کو دیکھا جائے گا ،پہلے والے خرچ کرنے کے لیے بعد والوں سے زیادہ بہتر ہیں ، اللہ تعالیٰ کے ہاں ذرہ برابر خیر و بھلائی ضائع نہیں ہوتی ،پاکیزہ اور حلال مال میں سے اخلاص کےساتھ ہر قسم کا خرچ جو مناسب جگہ میں کیا جائے یعنی مستحقین کو دیا جائے ، چاہے کم ہی کیوں نہ ہو، ایسے صدقہ کواللہ سبحانہ وتعالیٰ عمدہ طور پر قبول کرتے ہیں اور وہ جانتا ہے کہ صدقہ کس طرح ادا کیا گیا،
( وَمَا تَفْعَلُوا مِنْ خَيْرٍ فَإِنَّ اللَّهَ بِهِ عَلِيمٌ)
” اور تم بھلائی کا جو کام بھی کرو، اللہ اُس سے پوری طرح باخبر ہے۔”
